The presentation of a new book titled "Hakyda Göwheri" took place

On November 30, the city administration (hyakimlik) of Arkadag hosted the presentation of Hero-Arkadag's new work, Hakyda Göwheri. Published in Turkmen and English, the book has earned a well-deserved place among Arkadag's previously remarkable works.

Participants of the ceremony congratulated Hero-Arkadag and Arkadagly Hero Serdar on the publication of Hakyda Göwheri and expressed their gratitude to the National Leader of the Turkmen people for his noble creative endeavors.

As announced during the Cabinet of Ministers meeting on November 29, President Serdar Berdimuhamedov shared the news of Hero-Arkadag’s new book release. On this occasion, the head of state sent a warm congratulatory message to the National Leader of the Turkmen people, noting that this remarkable work vividly highlights, based on historical facts, the centuries-old glorious journey of the courageous Turkmen people, their immense contribution to global development, and the great deeds of outstanding personalities. This excellent book is destined to become a treasured companion for the happy Turkmen nation.

Expressing confidence that such a deeply meaningful work would appeal to Turkmens of all ages, President Serdar Berdimuhamedov wished Hero-Arkadag continued creative success, good health, a long life, and new achievements for the benefit of the Turkmen people.

Speakers at the presentation echoed the President’s kind wishes, expressing their hope for further creative accomplishments by the National Leader of the Turkmen people.

It was emphasized that Hero-Arkadag’s new work reflects a scholarly perspective on the rich history of the Turkmen nation.

The book comprises a "Preface" and two sections. The first section, Taryha Syýahat (A Journey Through History), recounts the glorious historical path of the Turkmen people and the historical and cultural monuments preserved within the country. Hero-Arkadag presents his views and reflections on these topics in five chapters.

The second section, Ruhy Miras (Spiritual Heritage), with six chapters, delves into the diversity of cultural and spiritual values that make up the nation’s heritage.

Participants noted that the scientific and philosophical works and artistic creations of the Turkmen people are invaluable treasures for future generations. The works gifted by Hero-Arkadag have become part of the nation’s cultural and spiritual legacy. The new book, Hakyda Göwheri, is a pearl of wisdom from the National Leader of the Turkmen people, containing unique insights into the glorious history and creative heritage of the Turkmen nation. It serves as a valuable resource for studying ancient Oghuz literature.

Discussing his creative process, Hero-Arkadag shared that he drew on his previously published works and incorporated recently discovered historical findings by Turkmen archaeologists, who work tirelessly to glorify the homeland. He also referenced manuscripts brought from abroad.

Hero-Arkadag expressed pride in sharing his reflections on historical and cultural monuments, considered an invaluable national heritage, with the beloved Turkmen people.

The scholarly, philosophical, and highly artistic works authored by the National Leader of the Turkmen people, Chairman of the Halk Maslahaty, Gurbanguly Berdimuhamedov, serve as a beacon of life and creativity for every compatriot. Hero-Arkadag’s works, which describe the glorious history, rich cultural heritage, and exemplary principles of statehood of the Turkmen people—now enriched with new content—are a priceless resource for educating the younger generation in the spirit of patriotism, high morality, and humanity.

In this context, the new book, Hakyda Göwheri, which has become a jewel of the nation’s spiritual and cultural heritage and is based on historical facts, will serve as a source of inspiration for future generations.

As part of the presentation, an exhibition was organized in the foyer of the city administration, showcasing works by President Serdar Berdimuhamedov and Hero-Arkadag. Attendees also had the opportunity to explore examples of applied arts and learn about the techniques behind their creation.

The festive atmosphere of the event was enhanced by musical and vocal performances by cultural figures and artists. Hero-Arkadag met with the Chairman of the Council of Elders of the Organization of Turkic States, Binali Yildirim

During his working visit to Hungary, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan, Gurbanguly Berdimuhamedov, held a meeting with the Chairman of the Council of Elders of the Organization of Turkic States (OTS), Binali Yildirim.

After greeting each other, the interlocutors expressed satisfaction that the fraternal relations between Turkmenistan and Turkey are currently being enriched with new substance.

On this occasion, the Chairman of the OTS Council of Elders conveyed warm greetings from the President of the Republic of Turkey, Recep Tayyip Erdoğan, to Hero-Arkadag. Emphasizing the importance of the proposals put forward by the National Leader of the Turkmen people during the current session, Binali Yildirim noted that the implementation of these initiatives would contribute to enhancing the efficiency of the Council's work and strengthening peace and trust on the planet. In this regard, gratitude was expressed to Hero-Arkadag for his active participation in the activities of the Council of Elders of the Organization of Turkic States and his significant contribution to expanding cooperation between brotherly nations.

In turn, the Chairman of the Halk Maslahaty extended his best wishes, personally and on behalf of President Serdar Berdimuhamedov, to the leader of the friendly state. It was emphasized that the Republic of Turkey is one of Turkmenistan's important partners, with a high level of relations.

The National Leader of the Turkmen people noted that the development of effective bilateral and multilateral cooperation with Turkic states is one of the priority areas of Turkmenistan's foreign policy.

Speaking about contacts in the cultural and humanitarian spheres, Binali Yildirim highlighted the high-level international events organized by TÜRKSOY in honor of the designation of the ancient city of Anau as the cultural capital of the Turkic world in 2024 and the 300th anniversary of the birth of the outstanding Turkmen poet and thinker Magtymguly Pyragy.

During the meeting, it was also noted that awarding the title of "Honorary Elder of Turkmenistan" to the President of the Republic of Turkey, Recep Tayyip Erdoğan, and presenting him with the anniversary medal "On the 300th Anniversary of Magtymguly Pyragy" is a recognition of the Turkish leader’s contributions to strengthening relations between the two friendly countries.

With satisfaction, the interlocutors acknowledged the long-term, strategic nature of the bilateral partnership, emphasizing the shared language, culture, and spiritual traditions of both peoples, which positively influence the consistent development of intergovernmental dialogue. In this context, an exchange of views took place on the prospects of Turkmen-Turkish cooperation.

At the end of the meeting, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty, Gurbanguly Berdimuhamedov, and the Chairman of the OTS Council of Elders, Binali Yildirim, wished each other strong health and success in their responsible activities, and extended wishes for peace, prosperity, and well-being to the brotherly peoples of the two countries.

Hero-Arkadag made a working visit to Hungary

On November 29, the National Leader of the Turkmen people and Chairman of the Halk Maslahaty, Gurbanguly Berdimuhamedov, paid a working visit to Hungary to participate in the 16th meeting of the Council of Elders of the Organization of Turkic States (OTS) as a member of this structure and an honorary guest, at the invitation of the Chairman of the Council of Elders, Binali Yıldırım.

After flying to Budapest, the Hero-Arkadag’s aircraft landed at the Ferenc Liszt International Airport in the Hungarian capital, where Gurbanguly Berdimuhamedov was greeted by officials.

The National Leader of the Turkmen people then proceeded to the venue of the 16th meeting of the Council of Elders of the OTS – the Ministry of Foreign Affairs and Trade of Hungary.

It is worth recalling that the previous, 15th meeting of this structure took place in March of this year in Ashgabat, chaired by Hero-Arkadag Gurbanguly Berdimuhamedov. The Council of Elders is a consultative body of the OTS, comprising distinguished public figures from member states. Gurbanguly Berdimuhamedov has been a member of this Council since April 2022. The Secretary-General of the OTS, as well as representatives from Azerbaijan, Kazakhstan, Kyrgyzstan, and Uzbekistan, arrived in Budapest for this meeting. The agenda included pressing issues related to the activities of the Council of Elders and the OTS. Discussions focused on prospects for further joint efforts by the member countries and the implementation of recommendations adopted at the 15th meeting in Ashgabat.

Before the meeting began, a joint photo session of the delegation heads participating in the meeting was held.

In his opening remarks, the Chairman of the Council of Elders, Binali Yıldırım, expressed heartfelt gratitude to the attendees for accepting the invitation to participate in the 16th meeting of the Council.

Particular emphasis was placed on the important role of this structure within the OTS, fostering effective, multifaceted cooperation among Turkic states. The high level of organization of the previous meeting in Ashgabat under the leadership of Gurbanguly Berdimuhamedov was also noted. In this context, the significance of constructive proposals put forth at the 15th meeting aimed at enhancing joint efforts for further expanding mutually beneficial partnerships was highlighted.

The floor was then given to the National Leader of the Turkmen people, Hero-Arkadag.

Welcoming the participants, the Chairman of the Halk Maslahaty expressed gratitude to Binali Yıldırım and Atilla Tilki, the Council member from Hungary, for their hospitality and the high level of organization of the meeting in Budapest.

Hero-Arkadag emphasized the significant contributions of the Council’s chairman, Binali Yıldırım, in strengthening the authority of the OTS Council of Elders.

"Today, we are meeting based on the guidance of our countries’ leaders, and our task is also to discuss general political, trade-economic, and cultural-humanitarian issues," he said.

The heads of the Turkic states consistently propose important initiatives, he continued, stressing the necessity of jointly advancing public diplomacy, rooted in principles of prosperity, peace, mutual respect, and neighborliness. Above all, he noted, prioritizing a philosophy of peacefulness is essential, implementing the policies put forth by the leaders of our states.

Highlighting Turkmenistan’s wealth of hydrocarbon resources, Hero-Arkadag affirmed the nation’s intention to continue cooperation in this area through diversified approaches. He proposed presenting specific recommendations from Council members to the OTS heads of state aimed at successfully addressing partnership development challenges.

Touching upon the cultural-humanitarian domain, Gurbanguly Berdimuhamedov noted the unifying role of the literary legacy of writers and poets, as well as national musical and artistic traditions. Hero-Arkadag extended his heartfelt appreciation to all Council members for their contributions to fostering collaboration in this sphere.

The 15th Council meeting, held in March of this year in Ashgabat, coincided with the holy month of Ramadan. Sharing meals together, we wished success in our noble endeavors, Hero-Arkadag recalled, expressing satisfaction with the achievements made over the past year.

"With your blessing, we commemorated the 300th anniversary of the birth of Magtymguly Pyragy," he stated, adding that, with the Council’s support, the year was declared "The Year of the Great Poet and Thinker of the Turkic World – Magtymguly Pyragy," and Anau was named "The Cultural Capital of the Turkic World."

As proposed, next year marks the 30th anniversary of Turkmenistan’s neutrality. Highlighting the importance of cultural-historical landmarks like Anau, Hero-Arkadag expressed readiness to host the Council’s meeting next year in Ashgabat, coinciding with this anniversary.

In conclusion, the Chairman proposed several initiatives, including renaming the Council of Elders to the Council of Seniors, instituting an honorary award, and creating a dedicated Council newspaper or journal, as well as a website. He highlighted the longstanding cooperation with Turkish colleagues in publishing and the significance of shared literary and cultural heritage.

The meeting ended with mutual expressions of support for constructive proposals and recognition of the role of the OTS and its Council of Elders in strengthening political, economic, and cultural ties among Turkic-speaking nations.

Following the completion of his working visit, Hero-Arkadag returned to Turkmenistan, where he was greeted by officials at the Ashgabat International Airport.

The seventh session of the Mejlis of Turkmenistan of the seventh convocation was held

On November 30, the seventh session of the Mejlis of the seventh convocation took place, during which a number of new laws and regulatory acts aimed at the intensive socio-economic development of Turkmenistan in line with the priorities of the state policy of President Serdar Berdimuhamedov were adopted.

The main item on the agenda of the meeting, which was attended by members of the Government, heads of relevant ministries and departments, and representatives of the media, was the consideration of the draft Law of Turkmenistan "On the State Budget of Turkmenistan for 2025" and the draft Resolution of the Mejlis of Turkmenistan "On the Execution of the State Budget of Turkmenistan for 2023." Preliminary discussions of the draft laws and regulatory acts were conducted in all committees of the national Parliament as well as in the ministries and departments of the country.

The National Leader of the Turkmen people took part in the 16th meeting of the OTG Council

The National Leader of the Turkmen people, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov, who is on a working visit to Hungary, participates at the invitation of Chairman of the Council of Elders of the Organization of Turkic States Binali Yildirim in the 16th meeting of the Council of the OTG as a member of the Council of Elders, as well as an honorary guest.

The Hero Arkadag proceeded to the venue of the 16th meeting of the Council of Elders of the Organization of Turkic States - the building of the Ministry of Foreign Affairs and Trade of Hungary. 

It should be recalled that the previous 15th meeting of this structure was held in our country in March this year in Ashgabat under the chairmanship of the Chairman of the Halk Maslahaty Hero-Arkadag Gurbanguly Berdimuhamedov.

As you know, the Council of Elders is an advisory body of the Organization of Turkic States, which includes the elders of the member countries of the OTG, appointed from among prominent public figures.  The National Leader of the Turkmen people, Gurbanguly Berdimuhamedov, has been a member of this Council since April 2022.

The agenda of the current meeting includes topical issues related to the activities of the Council of Elders and OTG. The prospects for further joint work of the Organization's member countries, as well as the implementation of the recommendations adopted at the 15th meeting held in Ashgabat, were also discussed.

A meeting of the National Parliament will be held

​​​On November 29, President Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers on the digital system, at which a number of issues of public life were considered.

The Chairman of the Mejlis, D.Gulmanova, informed about the progress of improving the legislative framework of Turkmenistan in accordance with the requirements of modernity and generally accepted norms of international law.

It was also reported about preparations for the upcoming meeting of the national Parliament on November 30 of this year, at which the draft law "On the State Budget for 2025" and the resolution of the Mejlis "On the execution of the State Budget for 2023" are scheduled to be discussed. At the same time, draft laws on administrative offenses, labor relations, the legal status of the Ombudsman, public service, taxes, currency regulation and currency control in foreign economic relations, international treaties of Turkmenistan, ratification of agreements signed by our country in the field of foreign policy, accession to international conventions will be put on the agenda.

At the same time, information was provided on the measures being taken to increase fruitful contacts with parliaments of foreign countries and international organizations. In this regard, it was reported about meetings with the Chairman of the OSCE Parliamentary Assembly, a delegation headed by a member of the Committee on Energy and Natural Resources, a senator from Montana, as well as the participation of deputies in seminars organized by relevant government agencies jointly with USAID and UNICEF.

A separate topic was the work carried out by the people's deputies to explain to the general public the importance of the implemented state policy and program transformations, the goals and objectives of the adopted laws.

Summarizing the information, President Serdar Berdimuhamedov noted the need for consistent continuation of ongoing activities to strengthen the country's legal framework and improve national legislation in accordance with the realities of the time.

Preparations are underway for the next meeting of the Turkmenistan–United Nations Strategic Advisory Council

On November 29, President Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers on the digital system, at which a number of issues of public life were considered.

Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov reported on the ongoing preparations for the next meeting of the Strategic Advisory Council "Turkmenistan – United Nations", established with the support of the President of Turkmenistan in March this year.

As it was reported, within the framework of the upcoming meeting, it is planned to consider the prospects for bilateral cooperation in three key vectors. In this regard, it was reported that it is proposed first of all to discuss the developed programs for the development of our country's partnership with the United Nations and relevant documents. In particular, the projects: the Framework Program of Cooperation between Turkmenistan and the United Nations in the field of sustainable development for 2026-2030; the Joint Program of UN agencies "Youth, Peace and Security"; The National Action Plan to Combat Human Trafficking in Turkmenistan for 2025-2029; Joint programs with UN agencies in Turkmenistan in such areas as climate change, reducing methane emissions, green energy and digitalization.

At the same time, in order to introduce integrated approaches and positive experience in the implementation at the national level of the UN Sustainable Development Agenda for the period up to 2030, it is proposed to exchange views on the "Roadmap on strengthening accountability in Turkmenistan for the Sustainable Development Goals for 2025-2027", developed by the Representative Office of the UN Permanent Coordinator in our country with relevant ministries and industry departments.

The meeting also provides for discussing the issues of the UN Center for Technologies Related to Climate Change in Central Asia and the achievements of our state in the implementation of the SDGs, including those related to the exchange of necessary data. In this regard, it is planned to consider the possibilities of providing information on progress in ensuring sustainable development in the country, which is important for reports prepared by the United Nations Development Programme (UNDP), the Population Fund (UNFPA) and the Children's Fund (UNICEF).

After hearing the report, President Serdar Berdimuhamedov noted that our country cooperates with the UN and its departments on a programmatic basis. Special importance is attached to the activities of the Strategic Advisory Council "Turkmenistan – United Nations", the head of state continued, instructing the Deputy Prime Minister, the Minister of Foreign Affairs to properly prepare for the next meeting of this structure.

A meeting with the UNDCO Regional Director for Europe and Central Asia was held at the Ministry of Foreign Affairs of Turkmenistan

On November 27, 2024, the Minister of Foreign Affairs of Turkmenistan Rashid Meredov met with the Regional Director of the United Nations Office for the Coordination of Development Activities (UNDCO) for Europe and Central Asia, Gwi-Yeop Son.

During the meeting, the parties highly characterized the long-term strategic partnership between Turkmenistan and the United Nations, covering a wide range of areas. It was emphasized that the establishment of the Turkmenistan–UN Strategic Advisory Council is an example of active cooperation.

Special emphasis was placed on the importance of consolidating efforts in the implementation of the 2030 Agenda and national plans and programs for the SDGs in Turkmenistan. At the same time, it was noted that foreign policy initiatives to achieve the SDGs and topical regional issues put forward by the country are regularly supported by the United Nations and other authoritative structures.

A clear confirmation of this is the unanimous adoption of the UN General Assembly Resolution "International Year of Peace and Trust, 2025" initiated by Turkmenistan. In this context, it was said about the importance of reinforcing the adopted document with practical measures and filling it with real, purposeful deeds.

The Deputy Minister of Foreign Affairs of Turkmenistan met with the Coordinator of Economic and Environmental Activities of the OSCE at the Ministry of Foreign Affairs of Turkmenistan

On November 28, 2024, the Ministry of Foreign Affairs of Turkmenistan hosted a meeting between Deputy Minister of Foreign Affairs of Turkmenistan Myakhri Byashimova and Coordinator of Economic and Environmental Activities of the OSCE Bakyt Dzhusupov.

During the meeting, the parties noted the importance of the 2nd Ashgabat Conference "Parliamentary Diplomacy in the OSCE Area: Dialogue - a tool for establishing cooperation for a prosperous and peaceful future" in strengthening regional dialogue, promoting a comprehensive approach to ensuring security, lasting and sustainable peace.

The interlocutors noted with satisfaction the long–term fruitful cooperation between Turkmenistan and the OSCE, in particular, within the framework of the second economic and environmental dimension of the OSCE's activities. The importance of projects and programs implemented in these areas was noted.

Prospects for cooperation with the OSCE were also discussed, in particular the possibility of creating new forms of interaction in key areas such as energy and environmental security, transport connectivity, etc.

The Foreign Minister met with the Regional Representative for Europe and Central Asia of the Food and Agriculture Organization of the United Nations

On November 28, 2024, Minister of Foreign Affairs of Turkmenistan Rashid Meredov met with Deputy Director General, Regional Representative for Europe and Central Asia of the Food and Agriculture Organization of the United Nations (FAO) Viorel Gutu.

During the meeting, the key aspects of Turkmenistan's cooperation with FAO were considered. The sides also exchanged views on the development and implementation of joint projects and programs.

The importance of the Second Conference on Food Security in the Context of Climate Change, which was held today, was noted, which is designed to become an open platform for discussing issues of regional and global cooperation in such an important area as ensuring food security. In this context, it was noted that climate change is making its own adjustments to traditional farming practices, which requires immediate action.

In addition, the parties expressed their readiness to step up actions to open an FAO representative office in Turkmenistan.

The delegation of Turkmenistan took part in the SPECA 2024 Economic Forum and the 19th session of the SPECA Governing Council

From November 26 to 28, 2024, as part of the SPECA 2024 Days, the Economic Forum of the UN Special Program for the Economies of Central Asia-SPECA 2024 on the theme "Green Development in the SPECA region", as well as the Nineteenth session of the SPECA Governing Council, were held in Dushanbe.

The forum and the session were attended by representatives of the Governments of the Member States, UN agencies and programmes, relevant international and regional organizations, international financial institutions, as well as the private sector, academia and civil society.

The Turkmen side was represented by the delegation of Turkmenistan headed by Deputy Minister of Finance and Economy B.Yalakov.

The agenda of the current forum includes issues of "green" economic development of the SPECA member states, in particular, an exchange of views in such areas as water and energy security and climate change, transport, "smart" trade, innovations and technologies for sustainable development and gender equality.

Speaking at the forum, the Turkmen side outlined Turkmenistan's positions on a number of key issues. In particular, it was noted that the development of a "green economy", the use of new environmentally acceptable technologies and the development of innovative solutions in the environmental field are priority vectors of the country's state policy.

Important directions for ensuring the dynamic and sustainable development of the national economy, environmental protection, rational use of natural resources, careful attitude to the richest flora and fauna of the country for future generations of Turkmen citizens are the development of renewable energy sources, and above all, solar and wind.

At the same time, it was said that in the National Strategy of Turkmenistan on Climate Change, one of the mitigation directives is the development of measures to reduce methane emissions from the production, transportation and distribution of natural gas. Last year, the country joined the Global Methane Commitment during the 28th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP 28) in Dubai.

As it was emphasized, important tasks in the medium term for Turkmenistan and the SPECA region as a whole are: reducing methane emissions, switching to the use of solar and wind energy, the possibility of producing green hydrogen, implementing measures to improve energy efficiency and energy conservation, the possibility of producing biomass energy, informing the population about the benefits of using renewable energy sources, including including conducting an information campaign in the media.

In the speech of the Turkmen side at the Nineteenth session of the SPECA Governing Council, the need to strengthen cooperation between countries within the WTO was stated, due to the fact that trade facilitation in the SPECA region is among the priority issues of cooperation.

In addition, during the session of the Nineteenth session of the SPECA Governing Council, the issue of Turkmenistan's chairmanship in SPECA in 2025, the preparation of an appropriate Concept and Action Plan were considered.

The International Conference "Cooperation on Food Security in the Context of Climate Change" was held in Ashgabat

On November 28, the International Conference "Cooperation on Food Security in the context of climate Change" was held in the capital's hotel "Babyldyz".

The forum, held in a hybrid format, was attended by heads of relevant ministries of our country, Deputy Director General of the Food and Agriculture Organization of the United Nations (FAO), as well as representatives of other reputable organizations and financial structures.

The main purpose of the conference is to coordinate regional and global cooperation to ensure food security in the face of climate change.

As noted, under the leadership of President Serdar Berdimuhamedov, the country's agricultural sector is consistently developing, its export potential is strengthening, and great importance is attached to the introduction of modern technologies and scientific achievements. In this regard, cooperation with relevant international organizations plays an important role.

In this context, it was noted that Turkmenistan is developing effective relations with the United Nations and its specialized agencies. In particular, a number of projects have been implemented jointly with the Food and Agriculture Organization of the United Nations.

Environmental well-being is an important factor in strengthening food security. The necessary steps are being taken in our country within the framework of the National Climate Change Strategy and the National Forest Program. Turkmenistan, which was one of the first to adapt the Sustainable Development Goals at the national level, is actively involved in the implementation of the 2030 Agenda. By supporting international efforts in this area, our country is putting forward initiatives to develop promising balanced solutions to resolve the relevant problems.

The introduction of the concept of a "green" economy into the agricultural sector, which is an important requirement of the time, contributes to ensuring sustainable development and environmental well-being. Turkmenistan is carrying out relevant work in this direction.

It should also be noted that the country's research institutions are working to create new high-yielding varieties of seeds of various crops adapted to soil and climatic conditions. Regular scientific research and training of highly qualified specialists are among the main components of the sustainable development of the industry. Thanks to the work of scientists, agronomists and specialized specialists, crop yields are increased and thus a reliable food base of the country is ensured, which is of great importance in maintaining an ecological balance and adapting to changing conditions.

The first speaker was Viorel Gutsu, Deputy Director General of the Food and Agriculture Organization of the United Nations (FAO).

As noted, agriculture and the food supply system face important tasks: conservation of biodiversity, improvement of land reclamation, rational use of water resources. Their successful implementation leads to an increase in the quality and volume of food

products.

FAO is promoting such a modern solution as digitalization of agriculture based on advanced technologies. All this contributes to monitoring the condition of crops and soil, reducing costs and increasing yields.

Rafael Grossi, Director General of the International Atomic Energy Agency, spoke at the conference on digital communications. Noting that he was glad to take part in today's important event, the head of the IAEA spoke about the Agency's work in the field of combating climate change, ensuring food security and stressed the relevance of developing cooperation in this direction.

The emphasis was placed on the relationship between the agricultural sector and the process of climate change, which has a direct impact on the agricultural sector. In recent years, due to the development of the global economy, the growth of agricultural and industrial production has led to an increase in greenhouse gas emissions.

In this context, the importance of adapting agriculture to the conditions associated with climate change was noted. Therefore, the need for cooperation between countries and coordination of joint efforts come to the fore.

As noted, Turkmenistan is consistently developing cooperation with the International Atomic Energy Agency. As a member of this Organization, our country actively participates in the implementation of its regional and national projects in the field of climate change and food security.

In the speeches of the participants, the emphasis was placed on the fact that ensuring food security in the context of climate change is multilateral. In this regard, the need to increase the effectiveness of international cooperation was noted.

Stressing the importance of today's meeting, the participants expressed their sincere gratitude to the Turkmen side for the high level of organization of the forum.

During the conference, a document was signed between the Government of Turkmenistan and the Food and Agriculture Organization of the United Nations.

Turkmenistan attaches particular importance to the cooperation of the CIS countries in the North–South transport corridor project along the eastern coast of the Caspian Sea with further access to Iran and further to the seaports of the Indian Ocean. In this regard, the head of the Turkmen state, speaking at a meeting of the Council of Heads of State of the Commonwealth of Independent States, held in Moscow, voiced a proposal to begin substantive discussion and coordination of common tariff, customs, visa and other preferences for the participating countries of the project.

– We believe that similar work should be carried out in the context of plans to create transport corridors through the territory of the countries of Central Asia and the Caspian region along the East–West line, – said President Serdar Berdimuhamedov, proposing to consider in specific terms the modalities of this work – specifying deadlines, agendas and so on, to give instructions to the relevant departments of our countries.

In the energy sector, Turkmenistan advocates expanding the volume and geography of energy supplies across the CIS and beyond. We are talking about both raw materials and electricity. Our country considers it a very important area of cooperation to create conditions in the CIS for the functioning of a "green" economy, the formation of economic and industrial clusters based on low-carbon energy. This is a promising task, but we need to approach its implementation now, using the serious scientific and technological potential that exists in our countries, creating conditions for joint research and practical cooperation.

Addressing the participants of the meeting, the head of Turkmenistan also stressed that against the background of complex processes observed in various parts of the world at the present time, our task, responsibility and purpose is to preserve what is of particular importance to the peoples of the CIS – traditions of good neighborliness, mutual understanding, respect based on those historical ties and basic values that we share. An effective way to preserve and develop them is broad and multifaceted cultural cooperation, the participation of the Commonwealth countries in holding major events that take place in our countries on significant occasions.​

​The National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan, Honorary Elder Gurbanguly Berdimuhamedov made a working trip to the city of Arkadag, where he got acquainted with the projects of buildings planned as part of the upcoming stage of the city's development, heard information about their decorative features, and also held a working meeting with the participation of relevant leaders.

In the new city, founded on the initiative and thanks to the efforts of the Hero Arkadaga, the pace of work in all directions is increasing. This is a clear evidence of the successful implementation of a large–scale urban development program initiated by Hero Arkadag and continued by Arkadagly Hero Serdar.

The National Leader of the Turkmen people arrived in the city of Arkadag, which has received many international certificates. Honored Architect of Turkmenistan Hero-Arkadag first of all got acquainted with the projects of modern buildings planned for construction here and their decorative features. Currently, in accordance with the requirements of the time, the second stage of the city's development is being implemented.

Chairman of the State Committee for the Construction of the city of Arkadag under the President of Turkmenistan D.Orazov reported on the pace of construction of buildings for various purposes, including the prepared projects of the artistic carpet-making enterprise, on the features of the exterior decoration of the main building of the complex, equipment of other social facilities that will be built on the territory of the new city.

The Arkadag hero was shown a mock-up of the general appearance of the artistic carpet-making enterprise, the features of its exterior decoration, as well as projects of the new Arkadag city park and road transport infrastructure facilities, lighting system options.

As you know, at the request of residents of the new city, a decision was made at the state level to build a carpet factory here, which will create new jobs. Handmade products of high quality by Turkmen craftsmen will make a great contribution to the development of carpet weaving in our country. The carpet company will form a single harmony with the architectural appearance of the new city, will take a worthy place in the creation of unique samples of Turkmen carpets.

The Arkadag hero got acquainted with the submitted projects and made some adjustments. In particular, modern digital technologies should be effectively used in the exterior decoration of a new enterprise. Great importance should be attached to innovative lighting technologies.

The National Leader of the Turkmen people stressed that the elements of the unique spiritual and cultural heritage of the Turkmen people should be reflected in the exterior decoration of the carpet enterprise. In this context, the expediency of using images of the dagdan tree or yuzarlik, etc., to which our ancestors attached sacred significance, as well as the main symbol of the national art of embroidery – the "goçak" pattern, was noted. The hero-Arkadag instructed to carefully study the issues in this direction.

As noted, the construction of a carpet factory here is of particular importance. The development of carpet art is determined by an important task of our time. In this regard, it is necessary to thoroughly approach the architectural features and equipment of the enterprise, its external design based on the principles of national architecture.

Hero-Arkadag noted that at the enterprise of artistic carpet making, which will be built as part of the second stage of development, all conditions for creative activity and comfortable rest, as well as useful leisure of its employees, should be created. In addition, it is necessary to provide opportunities for proper rest of the carpet workers during the break and performing various physical exercises.

Then Arkadag Gurbanguly Berdimuhamedov, having familiarized himself with the project of the park planned within the new city and its facilities, made some comments and made appropriate adjustments. Special attention should be paid to the placement of comfortable benches in the park, which is especially important for a comfortable stay of people.

Then Chairman of the Halk Maslahaty held a working meeting with the participation of Chairman of the State Committee for the Construction of the city of Arkadag under the President of Turkmenistan D.Orazov and head of the city administration G.Mammadova.

In particular, the agenda includes preparations for the upcoming VI Vienna Ball in Smart City. As noted, modern Turkmenistan has become a venue for major international forums on various topics, including in the field of culture and art. In this regard, the decision to hold the next Vienna Ball in the city of Arkadag, which meets international standards in all respects, has once again confirmed its status as a center for large-scale events.

At the same time, information was provided about the nomination "Akhal-Teke horse breeding art and traditions of horse decoration" presented by Turkmenistan within the framework of the United Nations Educational, Scientific and Cultural Organization. As reported, it was included in the Representative List of the Intangible Cultural Heritage of Mankind by UNESCO: in the coming days, the city of Arkadag will be awarded the appropriate certificate.

This event will fully demonstrate the international recognition of the comprehensive work carried out in Turkmenistan – in the ancient homeland of Akhal–Teke horses - to preserve the purity of the breed, increase the number and increase the world fame of elite horses, as well as proper care for them according to the ancestral folk practice.

In continuation of the working meeting, Chairman of the State Committee D.Orazov said that the delegation of our country had been invited to a meeting of the International Monetary Fund, and appealed to Hero Arkadag with a request to convey Arkadagly's sincere gratitude to Hero Serdar for the opportunity to participate in the high-level forum. As noted, according to the document signed by the President of the country, the relevant preparatory work has begun.

At the next meeting of the IMF, issues in such areas as ecology, the concept of "smart city" and investments in medical and agricultural clusters will be considered. In the context of the city of Arkadag, it is planned to discuss several areas of activity, namely an investment program, an advisory system and humanitarian support.

The wide recognition of the colossal work carried out here is confirmed by the award of the 21st international certificate to the city of Arkadag, as well as 3 prestigious awards at a major exhibition recently held in the Republic of Korea.

New wells have been commissioned in Turkmenistan

The State Concern "Türkmennebit", being an important industrial and economic sector of Turkmenistan, is actively implementing the programme of development of the oil and gas industry of the country for the period up to 2030.

One of the key events of this year was the completion of construction and commissioning of new wells at "Uzynada" mine. This significant achievement was timed to coincide with the 33rd anniversary of Turkmenistan's Independence. Workers of the Nebitgazburawlaýyş Trust completed drilling of two wells in one day.

The 6800 metre deep well gave a rich inflow of gas condensate. The new industrial facility ‘Gumdagnebit’ was also put into operation, which supplies 85 thousand cubic metres of natural gas and more than 73 tonnes of condensate daily. At the mine north of Goturdepe, thanks to the efforts of Goturdepenebit's drillers, a significant inflow of oil was also obtained. All these achievements confirm the high level of specialists who, using advanced technologies and modern equipment, make a significant contribution to the economic development of the country.

The President of Turkmenistan took part in the Summit of the CIS Heads of State

On October 8, President Serdar Berdimuhamedov, who arrived the day before on a working visit to the Russian Federation, took part in a meeting of the Council of Heads of State of the Commonwealth of Independent States held in Moscow.

Being, in accordance with its neutral status, an associate member of the CIS, Turkmenistan takes an active position in the development of fruitful cooperation in the Commonwealth, taking into account the existing impressive potential in various fields. Our country is united with the CIS countries by traditional ties of friendship and good neighborliness, close historical and cultural ties, which serves as a solid foundation for building mutually beneficial partnership and enriching its content.

In the afternoon, the head of Turkmenistan proceeded to the Grand Kremlin Palace, which became the venue for the CIS Summit. President Serdar Berdimuhamedov was warmly welcomed here by President of the Russian Federation Vladimir Putin.

President of the Republic of Azerbaijan Ilham Aliyev, Prime Minister of the Republic of Armenia Nikol Pashinyan, President of the Republic of Belarus Alexander Lukashenko, President of the Republic of Kazakhstan Kassym-Jomart Tokayev, President of the Kyrgyz Republic Sadyr Zhaparov, President of the Republic of Tajikistan Emomali Rahmon, President of the Republic of Uzbekistan Shavkat Mirziyoyev also arrived in Moscow to participate in the meeting of the Council of Heads of State of the CIS.

Welcoming the Summit participants, President of the Russian Federation Vladimir Putin noted the richness of the meeting's agenda, covering a wide range of issues of cooperation in the Commonwealth format, including economic topics, prospects for trade and investment cooperation, opportunities to launch new large mutually beneficial projects in various industries, humanitarian ties, as well as an exchange of views on a number of other relevant topics.

At the beginning of his speech, addressing the Summit participants, President Serdar Berdimuhamedov first of all expressed gratitude to the President of the Russian Federation for the hospitality, warm welcome and excellent working conditions created.

Before moving on to the topic of the meeting, the head of Turkmenistan once again congratulated the Russian leader on his birthday and wished him good health and new successes in his service to the Russian people and the state. As President Serdar Berdimuhamedov noted, Vladimir Vladimirovich Putin enjoys great respect and authority in Turkmenistan, is one of the architects of friendship, good-neighborliness and cooperation between our countries.

Continuing his speech, the head of the Turkmen state stated that this year for the CIS is marked by the implementation of the main priorities and tasks. These include strengthening security and stability, deepening economic partnership, and expanding humanitarian ties. In the coming period, the Commonwealth faces the goals of maximizing the common potential to fulfill the agreements reached and new goals dictated by current changes and trends in global political and economic life.

"I am convinced that our main defining task as responsible states is to continue working together to ensure lasting peace and stability in the Commonwealth,– President Serdar Berdimuhamedov stressed. – This can be achieved by pursuing a coordinated line to further strengthen the mechanisms of political and diplomatic cooperation within the CIS, defending positions in favor of peace and security in the global arena, in international organizations.

The issue of countering new challenges and threats is particularly acute today. First of all, we mean such serious risks as biological hazards, cybercrime, and the illegal use of information platforms. In this context, the Head of Turkmenistan noted that our countries need to move to more active, coordinated and structured approaches to these phenomena, develop mechanisms to protect against attempts of destructive influence on state institutions and public life, purposefully stop attempts to infiltrate elements of radicalism, sow hostility and intolerance.

– To do this, we need to use the political, diplomatic, organizational, scientific, technical and other resources at our disposal. Peace, stability and security within the Commonwealth must be inviolable and reliably guaranteed," President Serdar Berdimuhamedov stressed.

On the external circuit, the CIS countries face no less significant tasks. The session of the UN General Assembly that has begun has shown the existence of considerable and largely conceptual differences in approaches to solving a number of acute problems of modern geopolitics. Nevertheless, despite all their seriousness, Turkmenistan proceeds from the fact that stabilization of the situation in the world is possible, and it lies in the political, diplomatic, and negotiating plane. The most important factor in this context is the use of the UN as the only organization with universal legitimacy in maintaining global security and stability, the head of Turkmenistan said.

Next year will mark the 80th anniversary of the founding of the United Nations. This is a major milestone. It is obvious that the CIS, as a partner of the UN, needs to do a lot of work aimed at strengthening the world organization, supporting and uniting member states around the UN Charter, countering attempts to discredit and dilute its functions.

– Turkmenistan considers holding events within the framework of the International Year of Peace and Trust next year, in accordance with the Resolution of the General Assembly adopted on the initiative of our country, to be an important part of our joint activities in this regard. Of course, as the author of this proposal, Turkmenistan will play a proactive role in the upcoming work, and we would like to involve our CIS partners in it as much as possible and enlist your active support," President Serdar Berdimuhamedov said.

As President Serdar Berdimuhamedov further noted, at the meeting of the Council of Heads of Government of the CIS held in Ashgabat in May this year, agreements were reached and specific tasks were set to further deepen economic partnership. The priorities include transport, energy, industrial cooperation, and a number of other areas. Turkmenistan fully supports this approach. Advocating the full implementation of the provisions of the CIS Economic Cooperation Strategy until 2030, our country proceeds from the need for a phased and consistent implementation of the document, adhering to the schedules of agreements reached in one direction or another.

– In general, we are convinced that the CIS in its economic activities should be guided by large, defining trends in global geo-economics in order to ensure its strategic involvement in their course and structural orientation. The essence of these trends today is the shift of the vector of economic development to the south and southeast. The CIS is a natural space in this irreversible movement," the head of Turkmenistan continued.

One of the effective ways here is the participation of the CIS in international and regional projects in the south and south-east directions from the borders of the Commonwealth. Moreover, the opportunities for this are opening up. More recently, in mid-September, Turkmenistan began the practical implementation of a new stage of construction of large infrastructure facilities. The laying of the Afghan part of the Turkmenistan–Afghanistan–Pakistan–India gas pipeline has begun. The Afghan section of the Turkmenistan–Afghanistan–Pakistan power transmission line has been launched. The construction of the Turkmenistan–Afghanistan railway line through the territory of the neighboring state has started.

The participation of the Commonwealth countries in these and other similar projects that will appear is a sure and reliable way to reach a strategic perspective, and we must fully utilize our combined resources and potential, President Serdar Berdimuhamedov stressed.

This fully applies to the issue of transport connectivity, primarily in the context of the implementation of the Action Plan for Infrastructure Optimization and the Development of International Corridors passing through the territories of the CIS member States for the period up to 2030.

Türkmennebit State Concern's products continue to attract interest

Last week, 18 deals were registered at the trades of the State Commodity Exchange of Turkmenistan.

Entrepreneurs from the United Arab Emirates, Afghanistan and Uzbekistan purchased petrochemical products for foreign currency, in particular hydrotreated diesel fuel, polypropylene, illuminating paraffin, produced at technological units of the State Concern "Türkmennebit", as well as urea (SC "Türkmenhimiýa").

In addition, smooth-coloured and jacquard terry products in assortment, denim fabric, cotton yarn were sold for foreign currency. Buying countries: Turkey, United Arab Emirates. The total amount of transactions was more than 10 million 395 thousand US dollars.

Domestic businessmen purchased polypropylene (Türkmennebit Group of Companies) and cotton yarn for the domestic market for the total amount of 8 million 168 thousand manat.
