In Mary Velayat, Turkmengala Etrap Hosts Opening Ceremony for New Water Treatment Facility

On December 25, a ceremony was held in Turkmengala Etrap of Mary Velayat to inaugurate a water treatment facility with a daily capacity of 25,000 cubic meters. This event became a wonderful gift for the region's residents ahead of the New Year celebrations.

The reform policy initiated by Hero-Arkadag and successfully continued under the leadership of President Serdar Berdimuhamedov is entirely focused on improving the standard of living of the population and modernizing the sectoral infrastructure of the national economy. In this regard, ensuring access to clean drinking water for the population has been defined as one of the main priorities, with targeted measures being implemented in Turkmenistan to address this effectively.

The opening ceremony of the new facility was attended by deputies of the Mejlis, members of the velayat and etrap Halk Maslahaty, heads and representatives of local self-government bodies, public organizations, as well as esteemed elders and numerous residents.

The festive event was enhanced by vibrant musical and song performances by creative ensembles from the region.

Speakers at the ceremony expressed their sincere gratitude to the head of state, President Serdar Berdimuhamedov, and Hero-Arkadag, for their immense care for the well-being of the native people, and for the construction of this modern water treatment facility.

Hero-Arkadag Gurbanguly Berdimuhamedov reviewed the progress of construction of the International Scientific and Clinical Oncology Center

On December 25, the National Leader of the Turkmen people, Chairman of Halk Maslahaty of Turkmenistan, Hero-Arkadag Gurbanguly Berdimuhamedov, visited the construction site of the International Scientific and Clinical Oncology Center in the northern part of the capital. Soon, this site will house a modern medical complex, further enhancing the multidisciplinary structure of the national healthcare system.

The construction of new medical facilities, their state-of-the-art equipment, and the training of highly qualified medical professionals are key areas of state policy led by the President of Turkmenistan. This underscores the high priority given to improving public health and the well-being of every citizen at the national level.

Early in the morning, Hero-Arkadag Gurbanguly Berdimuhamedov arrived at the construction site, where work on the new building complex for the International Scientific and Clinical Oncology Center is progressing rapidly. After inspecting the types of construction and finishing materials being used, Hero-Arkadag Gurbanguly Berdimuhamedov noted that these materials must fully meet required standards and be durable and long-lasting.

Hero-Arkadag Gurbanguly Berdimuhamedov was then presented with the designs for the new healthcare complex, its site plans, and equipment specifications. Minister of Health and Medical Industry M. Mammedov and N. Amannapessov, responsible for overseeing the construction of this modern regional oncology center, briefed him on these aspects.

It was noted that the center will feature modern healthcare facilities providing specialized medical services that meet international standards, equipped with advanced technology from leading global manufacturers.

The International Scientific and Clinical Oncology Center, with a capacity of 500 beds, will emphasize the safety of medical services. Specialized diagnostic, treatment, and rehabilitation departments focusing on modern methods of cancer treatment are planned for this facility.

Highlighting the importance of equipping the center under construction in the northern part of Ashgabat in the Choganly residential area, Hero-Arkadag Gurbanguly Berdimuhamedov emphasized the need to strengthen collaboration with the International Atomic Energy Agency (IAEA) in healthcare, particularly in nuclear medicine, and to consult with its representatives. This is crucial for ensuring safe waste management at the new facility.

Focusing on the need to approach the center’s equipment from both current and future perspectives, Hero-Arkadag Gurbanguly Berdimuhamedov stressed that tasks in this area must be addressed comprehensively, competently, and at a high level of responsibility. He issued several specific directives in this regard.

It was noted that advanced digital technologies and global expertise are being actively implemented in the country’s medical centers under the State Program “Saglyk,” initiated and driven by Hero-Arkadag Gurbanguly Berdimuhamedov. As part of this program, a national database on the health status of citizens has been established.

Hero-Arkadag Gurbanguly Berdimuhamedov continued, emphasizing that the key objectives for today are to provide medical services at the center in cooperation with leading global clinics, enhance the professional qualifications of oncologists, and organize training for clinical residents and researchers.

He highlighted the need for consultations with IAEA experts regarding the center’s equipment and stressed the importance of collaboration with organizations experienced in this field.

First, he proposed establishing a unified intellectual analysis department in the oncology center, designed to meet international standards and integrate digital technologies into all sectors of the economy.

Secondly, he stressed the importance of selecting young professionals proficient in digital technologies and scientific research. These individuals must combine innovation with responsibility and continually seek advancements in their fields.

Thirdly, he emphasized the necessity of language proficiency in English, German, Japanese, Chinese, Korean, and Russian for candidates working in this department.

In conclusion, Hero-Arkadag Gurbanguly Berdimuhamedov underscored the need for accurate diagnostics and the utilization of advanced technologies to organize high-quality treatment processes.

Hero-Arkadag Gurbanguly Berdimuhamedov also called attention to the importance of scientific activity in healthcare, emphasizing the necessity of developing appropriate regulatory frameworks and intensifying collaboration with international organizations such as the IAEA.

The Honorable President participated in the informal summit of the heads of state of the Commonwealth of Independent States (CIS).

On December 25, President Serdar Berdimuhamedov departed for the Russian Federation on a working visit to attend the informal summit of the heads of state of the CIS member countries, traditionally held ahead of the New Year. As an associate member of the CIS, Turkmenistan builds relations with the Commonwealth states based on historically established traditions of friendship and good neighborliness.

At Ashgabat International Airport, the President of Turkmenistan was seen off by officials.

Taking an active position on developing equal and constructive cooperation with all interested foreign partners, our independent and neutral Homeland contributes significantly to ensuring global peace and well-being. Under the leadership of President Serdar Berdimuhamedov, Turkmenistan consistently implements a creative foreign policy strategy recognized and supported by the international community. Special attention is given to strengthening productive dialogue within authoritative international and regional organizations, including the CIS.

Our country regularly participates in important meetings and forums within the Commonwealth format and also hosts such events. For instance, in May of this year, the meeting of the CIS Council of Heads of Government was held in Ashgabat. It was conducted in a business-like manner and at a high organizational level. Decisions were made on all issues on the agenda, and several important documents aimed at further advancing mutually beneficial interstate partnerships were signed.

As is known, this year marks the 300th anniversary of the birth of the great Turkmen poet and thinker Magtymguly Pyragy, whose creative legacy is included in the golden treasury of world culture. Events dedicated to this significant date are taking place in all CIS states. Monuments to Magtymguly have been erected in Commonwealth countries, streets named after the great poet-humanist, and his name graces a secondary school in the "Ergash Sultanov" farmers' association of the Dusti District, Khatlon Region, Republic of Tajikistan, which was ceremoniously opened on September 1 of this year. Thus, the anniversary of Magtymguly Pyragy, a notable event in the cultural life of the Commonwealth, also contributes to strengthening ties of friendship and brotherhood among our peoples, united by shared spiritual and humanistic values.

This landmark date was also marked by the International High-Level Forum titled "Interconnection of Times and Civilizations – Basis of Peace and Development," held on October 11 in Ashgabat under the chairmanship of President Serdar Berdimuhamedov. The forum was attended by leaders and representatives from several countries, including CIS states.

Turkmenistan strives to actively promote effective cooperation within the CIS, enriching it with new content. Evidence of this commitment is President Serdar Berdimuhamedov’s regular participation in CIS summits and the concrete initiatives and proposals put forward by our country. For instance, on October 8, the President of Turkmenistan attended the CIS Council of Heads of State meeting held in Moscow.

As for the traditionally friendly Turkmen-Russian relations, they are built on many years of experience and a solid potential for interaction in various spheres, based on the principles of strategic partnership that meet the fundamental interests of the peoples of the two countries. Key aspects include established close ties with major regions and entities of Russia, among them St. Petersburg – an important economic, scientific, and cultural center of the Russian Federation.

An integral part of the interstate dialogue is the cultural and humanitarian sphere. Issues of fruitful interaction in this area consistently remain at the forefront of the parties’ attention. A confirmation of this is Russian President Vladimir Putin’s participation in the aforementioned International Forum "Interconnection of Times and Civilizations – Basis of Peace and Development."

In his address at the Forum, the President of Russia particularly emphasized that Magtymguly, far ahead of his time, was always in creative pursuit, striving for knowledge and truth. With the force of his genius, the poet foresaw the future of his land and people. Through his work, Magtymguly consistently called for purity, justice, and equality. The thoughts expressed in the poet and thinker’s works remain relevant and comprehensible to people today.

In this regard, the President of Russia expressed special gratitude to the President of Turkmenistan and the National Leader of the Turkmen people, Chairman of the Halk Maslahaty, for their significant contribution to preserving peace and stability in the region and expanding multifaceted cooperation, following the precepts of Magtymguly.

The works of Magtymguly Pyragy have been translated into various world languages, including Russian. In 2019, on the initiative of Hero-Arkadag Gurbanguly Berdimuhamedov, a school named after Magtymguly was built in the village of Funtovo near Astrakhan, where a Turkmen diaspora has lived since the late 17th century. A monument to the outstanding wordsmith has been erected in Astrakhan, and in September of this year, a bust of Magtymguly Pyragy was unveiled at the Library of Foreign Literature in Moscow in a solemn ceremony.

...After a flight to St. Petersburg, the presidential aircraft landed at Pulkovo International Airport. President Serdar Berdimuhamedov was welcomed by officials at the airport.

In the afternoon, the head of Turkmenistan proceeded to the Ice Palace of the Igora Winter Sports Complex. This large complex is a multifunctional venue for professional and amateur sports competitions and training, active recreation, and events of various levels. The Ice Palace, part of its infrastructure, includes an ice arena, a conference zone, and other facilities for sports and cultural leisure.

It is noteworthy that today in Turkmenistan, modern infrastructure and favorable conditions have been created for engaging in various sports, including winter sports such as hockey, figure skating, and other spectacular ice disciplines, as well as for hosting international competitions. One example is the international hockey tournament held in the capital in April this year. Incidentally, at the aforementioned CIS Council of Heads of Government meeting, a decision was made to declare Ashgabat the City of New Sports Opportunities of the Commonwealth. All this is the result of the successful implementation of Turkmenistan’s state strategy for the development of physical culture and sports, initiated by Hero-Arkadag and consistently pursued by Arkadagly Hero Serdar.

In the foyer of the Ice Palace, President Serdar Berdimuhamedov was warmly greeted by President Vladimir Putin.

The participants of the high-level meeting were invited to the Olympic Hall of the Ice Palace, where the informal CIS summit took place.

Opening the meeting, President Vladimir Putin warmly welcomed his foreign colleagues, expressing gratitude to all for accepting the invitation to visit St. Petersburg for the informal pre-New Year summit.

During the summit, the results of the Commonwealth’s activities for the current year were analyzed, and priority areas of cooperation and tasks for the upcoming period were outlined. Positive indicators of economic partnership were noted with satisfaction. Issues of regional and global agendas were also the subject of an interested exchange of views.

It was emphasized that over the years, CIS countries have steadily pursued a course of equal, mutually beneficial cooperation based on enduring goodwill, mutual respect, and trust.

This summit reaffirmed the shared commitment of CIS states to elevate productive interaction to a new level, corresponding to modern realities and the significant potential available.

Undoubtedly, a priority area of partnership within the CIS is the trade and economic sphere. Turkmenistan pays great attention to deepening and diversifying productive ties in this direction. This is evidenced by the Declaration on Strategic Economic Cooperation of the CIS Member States, adopted following the CIS Summit held in Ashgabat in October 2019.

This conceptual document was developed on the initiative of the National Leader of the Turkmen people, Chairman of the Halk Maslahaty, Hero-Arkadag Gurbanguly Berdimuhamedov. The key principles of this Declaration form the basis of the CIS Economic Development Strategy until 2030, whose adoption has added new substantive content to the entire partnership process. Among the priorities highlighted by Turkmenistan are transport, the fuel and energy complex, communication and telecommunications, industrial cooperation, trade, innovation, and technology.

Among the key tasks of our time is also expanding mutual trade, increasing trade turnover, developing long-term ties in the industrial sector, digital transformation, and stimulating investment and business activity.

Of course, an important area of interaction within the CIS remains the humanitarian sphere. The cultural connectivity and spiritual closeness of the peoples of our countries, as well as the centuries-old common history, form a solid foundation for integration processes within the Commonwealth.

President Vladimir Putin invited the CIS heads of state to participate in next year’s celebrations in Moscow on the occasion of the significant anniversary – the 80th anniversary of Victory in the Great Patriotic War. It was emphasized that during the harsh wartime years, our peoples displayed unparalleled heroism and courage on the frontlines and in the rear, and the Commonwealth countries honor this immortal feat.

Taking the opportunity, the President of Russia also conveyed heartfelt congratulations and best wishes to all citizens of the CIS countries on the occasion of the upcoming New Year.

In honor of the distinguished guests, an informal dinner was hosted by the President of the Russian Federation.

After completing the program of his working visit to the Russian Federation, President Serdar Berdimuhamedov proceeded to Pulkovo International Airport in St. Petersburg, from where he departed for his homeland.

Modern Achievements of the City of Arkadag Discussed

A "round table" was held at the Public Organizations Building of the city of Arkadag, organized by the City Council of the Magtymguly Youth Organization of Turkmenistan.

Participants of the event discussed this year’s achievements and the successful development of the city of Arkadag, which has been internationally recognized as an example of modern urban planning integrating advanced technologies.

Speakers at the event highlighted that this year, the city of Arkadag, created based on the "smart city" concept, received three awards at the World Smart City Expo held in the Republic of Korea. It was particularly emphasized that the awards were granted exclusively for the city's remarkable achievements in smart city systems. For its commitment to innovative urban planning and high-quality standards, Arkadag also received the prestigious "Diamond Category" award (ESQR’s Quality Choice Prize 2024) from the European Society for Quality Research, headquartered in Vienna. This award acknowledges the city's exceptional accomplishments in quality management across areas such as urban development, healthcare, and energy efficiency, underscoring its successful combination of advanced technologies with eco-friendly and sustainable urbanization approaches.

Another significant achievement of the past year was the international recognition of the medical team’s products from the city of Arkadag. The World Intellectual Property Organization (WIPO) officially registered and certified the trademarks of these products. The medical team actively develops healthcare technologies and products, relying on the best global practices in creating medicines and medical equipment, while also providing modern education in this field based on cutting-edge innovative technologies.

At the recently held International Scientific and Practical Conference "Smart City: Management Technologies, Digital, Intelligent, and EA Technologies, Security, Economy," the city of Arkadag was awarded certificates by companies and research centers from the Republic of Korea, India, Turkey, Romania, Russia, and Uzbekistan. These awards recognized achievements in infrastructure development, smart transport systems, improving energy efficiency, and advances in monitoring and environmental management.

During the round table, it was emphasized that the Arkadag city project is being developed with a long-term perspective and stands as a source of pride for the Turkmen people.

Turkmen-Belarusian relations are strengthening

On December 24, 2024, a meeting was held in the MFA of Turkmenistan between the Deputy Minister of Foreign Affairs of Turkmenistan Ahmet Gurbanov and the Ambassador Extraordinary and Plenipotentiary of the Republic of Belarus to Turkmenistan Vyacheslav Beskosty, completing his mission in Turkmenistan.

New Digital Services Are Being Introduced into Turkmenistan’s Banking System

Today Turkmenistan has created broad opportunities for the provision of modern digital services by the country's credit institutions. These include «Internet Bank», «Mobil Bank», «Elektron Söwda (Electronic Commerce)», «Halkbank Terminal», «Galtaşyksyz Töleg (Contactless Payment)», «VISA Virtual», «Menzilara Bank (Remote Bank)», «Sanly Kart (Digital Card)», «Sanly Töleg (Digital Payment)», «Sanly Karz (Digital Loan)». They can be used to perform various operations - applying for loans, viewing bank accounts online, receiving electronic statements and preparing electronic payment orders, opening new bank cards online, transferring funds from one card to another, making payments for goods/services.

A significant practical step in this direction was the introduction of the international payment systems «VISA» and «MasterCard» in our country. This, in turn, allowed Turkmenistan to integrate into the global banking services industry, raise the business image of leading domestic banks, enter a wide market, attract a larger number of clients, and effectively use the gigantic infrastructure for making payments on a global scale.

In order to meet the needs of our citizens, expand the range of Internet services offered, ensure the security of bank cards and reduce the risks associated with making payments, it is worth noting the innovation introduced by the State Bank for Foreign Economic Activity - the «VISA Virtual» bank card.

In addition, the State Commercial Banks «Daýhanbank» and «Türkmenistan», as well as the Joint-Stock Commercial Bank «Halkbank» currently offer digital services designed for online payment of tuition and accommodation in student dormitories abroad. Also, with the help of this electronic payment system, you can pay for examination and treatment of individuals outside the country, independently top up international bank cards «VISA» and «MasterCard» via the Internet.

In this context, it is also worth noting the importance of the service «Onlaýn halkara töleg (Online international payment)» of the State Commercial Bank «Türkmenistan». As of the 1st of December of this year, about 1.4 thousand clients have connected to it to top up their international bank cards «VISA» and «MasterCard».

Progress in the evolution of mobile communication devices requires an increase in the range of banking services, including for the purpose of improving contactless payment technologies. Therefore, the country's credit institutions are developing corresponding applications for smartphones that allow for non-cash payments, in particular contactless ones.

New Water Supply Facilities Commissioned

In Ahal velayat, a ceremonial commissioning took place for a water treatment facility with a capacity of 30,000 cubic meters of drinking water per day in the city of Tejen and a wastewater treatment facility with a capacity of 15,000 cubic meters per day in Ak Bugday etrap.

The water treatment facility in Tejen was constructed by the private enterprise “Netijeli Binýat”, and the wastewater treatment facility in Ak Bugday etrap was built by “Mukaddes Toprak”. Participants of the event noted that these facilities are tangible results of the policies of the esteemed President Serdar Berdimuhamedov, aimed at improving the well-being of the people.

The equipment at these facilities is the most modern, sourced from top global manufacturers. All technological processes at the water facilities are computerized, allowing specialists to monitor and set parameters for the "smart" equipment, ensuring its uninterrupted operation.

The high-quality laboratory equipment, filters, control and measuring instruments, and other technical tools installed at these hydrotechnical facilities enable the purification and disinfection of incoming water and wastewater, bringing them to the required standards.

Respected President Familiarized Himself with Agricultural Complex Activities

On December 23, President Serdar Berdimuhamedov held a working meeting via a digital system with Deputy Chairman of the Cabinet of Ministers T. Atakhallyev and regional governors. The meeting reviewed the progress of work in the agricultural sector and the regions of the country.

In the context of organizing New Year celebrations, steps are being taken to ensure the abundance of goods in the region's markets and stores.

After hearing the report, President Serdar Berdimuhamedov emphasized the importance of ongoing agricultural activities, instructing the governor to ensure strict compliance with agronomic standards for wheat care and proper preparation of areas for cotton planting.

Next, the governor of Balkan Region, H. Ashyrmyradov, presented his report on seasonal agricultural activities.

It was reported that mineral fertilization of wheat fields is underway.

To prepare agricultural lands for next year's cotton harvest, plowing and fertilizing of the fields are being carried out.

Simultaneously, the repair and preparation of agricultural machinery and equipment for the spring sowing season continue.

Efforts are also being made to organize cultural and festive events for New Year celebrations on a programmatic basis. Measures are being taken to ensure food abundance in the region's markets and stores and to maintain high-quality services for the population.

Plowing and leveling of areas for next year's cotton harvest are being carried out, along with soil fertilization with mineral fertilizers.

It was noted that, to ensure a rich wheat harvest next year, care work, including mineral fertilization, is being carried out in the regions’ fields following agronomic standards, with effective use of agricultural machinery and equipment.

Preparations for next year’s cotton planting include plowing, leveling, fertilizing the fields with minerals, and repairing and maintaining agricultural machinery and equipment.

Measures are being taken to harvest sugar beets in the Mary Region within the established timelines.

After hearing the report, President Serdar Berdimuhamedov stressed the need for a comprehensive approach to successfully addressing critical tasks in the agricultural sector, instructing the Deputy Chairman to monitor the quality and organization of seasonal agricultural activities.

In conclusion, the President reiterated the importance of ongoing agricultural works and instructed participants to ensure strict adherence to agronomic standards for wheat care.

The President of Turkmenistan also ordered strict control over preparations for an organized and timely spring sowing campaign.

In the first ten days of January, Turkmenistan will host a series of festive events dedicated to the New Year

On December 21, the esteemed President of Turkmenistan, Serdar Berdimuhamedov, chaired a regular meeting of the Cabinet of Ministers via a digital platform. The agenda included several key issues concerning state affairs.

Deputy Chairman of the Cabinet of Ministers, B. Orazdurdiyeva, delivered a report on the preparations by relevant ministries and sectoral agencies for New Year celebrations and school winter holidays.

According to the report, from January 1 to 10, 2025, celebrations dedicated to the New Year are planned to take place in kindergartens, general education schools, and parks. Additionally, performances, film screenings for children, creative contests for youth, and excursions to historical and cultural sites and museums will be organized. A special ceremony is also scheduled to present the Gulbaba Prize to talented children.

During the same period, New Year festivities will be held at the Chamber of Commerce and Industry, where gifts will be presented to young Turkmen citizens on behalf of President Serdar Berdimuhamedov and the National Leader of the Turkmen people, Chairman of the Halk Maslahaty, Gurbanguly Berdimuhamedov.

Children receiving treatment at the Gurbanguly Berdimuhamedov Children’s Health and Rehabilitation Center and the residents of the “Döwletliler Köşgi” Palace will also receive New Year gifts on behalf of the head of state and Hero-Arkadag.

A corresponding proposal regarding these events was submitted for the President’s consideration.

In our country, salaries for November and December have been fully paid

In December, President Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers via a digital system, during which a number of issues related to state affairs were discussed.

Chairman of the Cabinet of Ministers, H. Geldimyradov, reported that in accordance with the instructions given by the head of state at the December 6 government meeting held via a digital system, salaries for workers at all institutions and enterprises, regardless of ownership, were paid by December 20. Additionally, pensions, state benefits, and scholarships for students and trainees for November and December of the current year were also disbursed.

After hearing the report, President Serdar Berdimuhamedov noted that sovereign Turkmenistan provides all opportunities for its happy citizens to work in modern conditions. In this regard, the Vice Premier was instructed to keep the timely payment of salaries, pensions, state benefits, and scholarships under constant control.

The meeting continued with a report on practical steps being taken to improve the activities of institutions within the economic, financial, and banking sectors through the implementation of the digital system.

It was reported that, guided by the objectives outlined in the Concept for the Development of the Digital Economy in Turkmenistan for 2019–2025 and the State Program for the Development of the Digital Economy in Turkmenistan for 2021–2025, measures are being implemented in a phased manner within the supervised ministries and sectoral departments. These measures include the procurement and installation of necessary equipment and tools, improvement of websites, transition to electronic services, creation of automated electronic database systems, and ensuring their protection and the stable functioning of the information infrastructure.

Additionally, banking institutions are working on modernizing plastic cards and payment systems, enhancing their security, and improving the quality of services provided.

After reviewing the report, President Serdar Berdimuhamedov emphasized that the activities of the economic, financial, and banking sectors are inextricably linked to the comprehensive development of the country. In this context, the Vice Premier was instructed to conduct a detailed analysis of the work being carried out in the supervised areas and to continue implementing the digital system in this sector.

A meeting was held with the Ambassador Extraordinary and Plenipotentiary of the Republic of Uzbekistan to Turkmenistan

On December 20, 2024, a meeting was held at the MFA of Turkmenistan between Deputy Minister of Foreign Affairs Ahmed Gurbanov and Ambassador Extraordinary and Plenipotentiary of the Republic of Uzbekistan to Turkmenistan Ravshanbek Alimov.

During the interested exchange of views, it was emphasized that in recent years, Turkmen-Uzbek cooperation has acquired a progressive character and is being intensified in a wide range of areas. As a result of regular meetings and mutual visits at the highest level, the two countries have managed to reach a qualitatively new level of partnership in a relatively short period of time.

The Honorable President held a meeting with the leadership of the Malaysian company "Petronas"

On December 19, 2024, in the framework of his official visit to Malaysia, President Serdar Berdimuhamedov met with the leadership of the Malaysian company “Petronas” headed by President and Group Chief Executive Officer Tan Sri Tengku M. Taufik.

Priority areas of cooperation, its current state and prospects in view of the time demands were discussed at the meeting.

The important contribution of the Malaysian company “Petronas” to unfolding the energy potential of Turkmenistan was emphasized. For almost 30 years, the company has been actively involved in projects for the extraction of hydrocarbon resources in Turkmenistan. In addition, it is effectively engaged in training qualified specialists for the country’s oil and gas industry.

The sides discussed opportunities for further enhancement of cooperation in new fields, taking into account the economic development programs, ongoing reforms in the industrial sector and favorable conditions created for business in Turkmenistan.

Emphasizing the importance of the previous visits of the National Leader of the Turkmen people, Hero Arkadag to Malaysia, the leadership of the “Petronas” oil and gas company expressed gratitude to President Serdar Berdimuhamedov for the conditions created for fruitful work in Turkmenistan. They expressed confidence that the mutually beneficial bilateral cooperation will continue to develop successfully in the future.

Then President Serdar Berdimuhamedov proceeded to the Skybridge connecting “Petronas” towers where the meeting was held. Here the leadership of the company informed the Head of State about the history and features of the building.

After the meeting, the Head of Turkmenistan proceeded to the International Airport of Kuala Lumpur.

There, President Serdar Berdimuhamedov met with the official representative of Malaysia.  It was noted that cooperation between the two countries has been steadily expanding on a wide range. The representative of Malaysia congratulated the President of Turkmenistan on the successful completion of his official visit and presented to him a special publication on mutual visits at the highest level.

President Serdar Berdimuhamedov thanked for the kind words and gift.

Turkmen-Armenian relations are gaining momentum

On December 19, 2024, a meeting was held at the Ministry of Foreign Affairs of Turkmenistan between the Deputy Minister of Foreign Affairs of Turkmenistan Ahmet Gurbanov and the Ambassador Extraordinary and Plenipotentiary of the Republic of Armenia to Turkmenistan Arsen Avagyan.

During the meeting, the sides exchanged views on the priority vectors of the dynamically developing Turkmen-Armenian partnership.

Events dedicated to the 300th anniversary of the birth of Magtymguly Pyragy were held at the ICESCO headquarters

On December 18, 2024, a delegation of Turkmenistan, headed by Deputy Minister of Foreign Affairs of Turkmenistan Myahri Byashimova, participated in celebrations marking the 300th anniversary of the birth of the great Turkmen poet Magtymguly Pyragy. The events took place at the headquarters of the Islamic World Educational, Scientific and Cultural Organization (ICESCO) in Rabat, Kingdom of Morocco.

The events were organized by the Government of Turkmenistan in cooperation with the General Directorate of ICESCO and the General Secretariat of the International Organization of Turkic Culture (TURKSOY).

In the first half of the day, Myahri Byashimova held a meeting with ICESCO Director General Dr. Salim bin Mohammed Al-Malik. The parties discussed opportunities for enhancing cooperation and emphasized the importance of cultural diplomacy in fostering friendly relations between countries and peoples.

The official celebrations in honor of the 300th anniversary of Magtymguly Pyragy then commenced. Participants first had the opportunity to explore an exhibition of decorative and applied arts of the Turkmen people.

This was followed by the opening of a scientific and practical conference entitled "Joint Efforts for a Comprehensive Study of the Life and Works of Magtymguly Pyragy," which brought together Turkmen and international scholars.

In his opening speech, ICESCO Director General Dr. Salim bin Mohammed Al-Malik highlighted the universal significance of Magtymguly Pyragy’s humanistic work, particularly for the Islamic world. He emphasized that Magtymguly created a unique bridge connecting countries and peoples. Expressing gratitude to the Government of Turkmenistan and the leadership of TURKSOY for initiating such an important event at the ICESCO venue, Dr. Al-Malik reiterated ICESCO's commitment to further developing cooperation.

TURKSOY Secretary General Sultan Raev also delivered remarks, thanking the leadership of Turkmenistan and ICESCO for supporting the initiative to celebrate Magtymguly Pyragy's 300th anniversary in the Kingdom of Morocco. Mr. Raev noted that such events serve as a catalyst for bringing nations closer together through shared values and emphasized TURKSOY’s ongoing efforts to promote the national identity of the Turkmen people through diverse projects.

In her speech, Deputy Minister of Foreign Affairs of Turkmenistan Myahri Byashimova expressed gratitude to ICESCO and TURKSOY for organizing the event at a high level. She stressed that honoring Magtymguly Pyragy globally reaffirms his significance for all humanity.

Other speakers included Chinar Rustemova, Executive Secretary of the National Commission of Turkmenistan for UNESCO; Kakajan Janbekov, Scientific Secretary of the Institute of Language, Literature, and National Manuscripts named after Magtymguly at the Academy of Sciences of Turkmenistan; Seljan Saglyk Sahin, Associate Professor and Doctor of the Faculty of Modern Dialects of Turkic Languages at Ankara University; and Anar Karimov, Head of the Department of Partnerships and Cooperation at ICESCO.

The speakers underscored the importance of the event in promoting the legacy of Magtymguly Pyragy and his works at ICESCO, the second-largest organization in the field of science, education, and culture. Meetings were held between members of the government delegations of Turkmenistan and Malaysia

On December 19, President of Turkmenistan Serdar Berdimuhamedov paid an official visit to Malaysia, where he held talks with Prime Minister Anwar Ibrahim. The meeting, aimed at strengthening bilateral relations, covered political-diplomatic, trade-economic, and cultural-humanitarian cooperation. Hero-Arkadag Reviewed Projects for the Construction of a New Building Complex for the Automobile Sports Center

On December 19, the National Leader of the Turkmen People, Chairman of the Halk Maslahaty of Turkmenistan, Gurbanguly Berdimuhamedov, visited the site designated for the construction of a new building complex for the Automobile Sports Center of the Ministry of Internal Affairs of Turkmenistan. At this location, Hero-Arkadag reviewed the project designs of the facilities that are poised to play a significant role in the development of automobile sports in the country.

On a clear winter morning, the National Leader of the Turkmen People and Chairman of the Halk Maslahaty, Gurbanguly Berdimuhamedov, arrived at the site for the construction of the new complex.

Here, the Minister of Internal Affairs, M. Hydyrov, presented the prepared building projects for the Automobile Sports Center.

After listening to the report, Hero-Arkadag first inspected the unique natural features and vegetation of the area. It was noted that when constructing the center, the distinct natural characteristics of the location should be taken into account. Hero-Arkadag emphasized that the unique desert environment should be considered during the construction of the new facilities.

Subsequently, the Chairman of the Halk Maslahaty familiarized himself with the proposed projects.

As is known, during a visit to the Automobile Sports Center of the Ministry of Internal Affairs earlier in August, Hero-Arkadag highlighted the need to relocate the center to a more suitable site. He pointed out that constructing sports and industrial facilities near residential areas is impractical due to potential noise disturbances from high-speed vehicles and the growing interest of youth in motorsports. This initiative, demonstrating the state’s commitment to prioritizing citizen welfare, received widespread support.

At a recent State Security Council meeting, the Minister of Internal Affairs requested the President’s approval for relocating the Automobile Sports Center. The President instructed that the related work be approached responsibly.

Hero-Arkadag remarked that his visit aimed to monitor the execution of these directives, evaluate the location, and offer valuable guidance.

Detailed architectural plans for the buildings and associated facilities were presented.

The total area of the center, situated 40 kilometers north of the capital, is 71 hectares. Hero-Arkadag noted that this location is optimal for constructing the Automobile Sports Center and provided several recommendations for the proposed projects.

Three design options, reflecting the architectural uniqueness of the new complex, were presented. Hero-Arkadag reviewed the characteristics of the buildings as outlined in the project plans, which were approved by the President of Turkmenistan.

According to these projects, the center comprises two sections, equipped with facilities for training sessions, preparation of sports cars for competitions, and hosting international-level tournaments. The emblems for the buildings include an image of the Akhal-Teke horse for one section and the Alabai dog for the other.

Hero-Arkadag emphasized the importance of automobile sports development in Turkmenistan, noting that strengthening its material and technical base, enhancing the skills of specialized athletes, and encouraging participation in international competitions are key priorities for the state.

Turkmen athletes are increasingly gaining opportunities to compete internationally and achieve high results.

The National Leader also mentioned that Turkmen athletes recently secured silver and bronze medals at the "Silk Way-2024" international car rally.

Stressing that the new complex should fully comply with high international standards, Hero-Arkadag underscored the importance of creating necessary conditions for hosting world-class competitions, including various types of auto and motorsports, and events featuring small sports cars. He also highlighted the need to consider constructing ring tracks, obstacle courses, and long-distance routes under challenging conditions.

The National Leader of the Turkmen People was then introduced to a newly acquired sports car for the Ministry of Internal Affairs' Automobile Sports Center.

Minister M. Hydyrov requested Hero-Arkadag, with his expertise in testing sports cars and assessing their technical capabilities, to test-drive the new vehicle.

Hero-Arkadag stressed the importance of thorough preparation before driving, including evaluating road conditions, local climate, and vehicle maintenance, as essential requirements for motorsport athletes.

The Karakum Desert, with its clean sands, unique desert flora, and cool winter weather, showcased its pristine beauty. This highlights the rich natural diversity of Turkmenistan, even in its vast deserts.

Over recent years, the comprehensive development of automobile sports in Turkmenistan has aimed to promote health and vitality among the population, especially the youth. Hero-Arkadag consistently emphasizes the role of sports in cultivating determination, courage, and energy in young people.

The state continues international projects initiated by the President of Turkmenistan to improve the ecological condition of the Aral Sea region. The nationwide tree-planting efforts, including in the Aral area, aim to have a lasting positive environmental impact.

Under the leadership of Hero-Arkadag and with the support of Arkadagly Serdar, Turkmenistan's specialized sports schools are advancing. The sports car fleet is expanding with new vehicles from leading manufacturers.

He suggested utilizing the clean sand removed from the construction site for building children’s playgrounds and kindergartens in other regions, given its compliance with high environmental standards.

Alongside preparing specialized athletes, the Automobile Sports Center should enhance their alertness during driving, develop coordination skills on the roads, and enforce strict adherence to traffic rules, Hero-Arkadag advised.

Hero-Arkadag also stressed the importance of expanding various forms of auto and motorsports in Turkmenistan and organizing international car rallies in the future, offering recommendations based on his extensive experience in the field.

With the growing interest in golf among Turkmen youth, Hero-Arkadag provided valuable guidance on the operation of the capital’s golf course and the construction of a similar facility in the Avaza National Tourist Zone. These initiatives aim to promote healthy lifestyles and support the motto "Healthy body, healthy spirit."

As Hero-Arkadag noted, it is essential to consider the natural features of the region. Plans include planting 8.32 million saxaul and other desert plants in the Karakum Desert. He emphasized the need to enrich the local flora continuously, initiate mass planting, and wished further success to all involved before departing the site.

The Japanese Edition of the Esteemed President's Book "Youth — The Pillar of the Nation" Presented

On December 18, the Japanese edition of President of Turkmenistan Serdar Berdimuhamedov’s book "Ýaşlar – Watanyň daýanjy" ("Youth — The Pillar of the Nation") was presented at the Institute of International Relations of the Ministry of Foreign Affairs in the capital. This deeply insightful work by the head of state is dedicated to Turkmen youth, who achieve remarkable success in various fields and contribute significantly to the prosperity of their beloved Homeland.

The book, first published in December last year and cherished by Turkmenistan’s younger generation, has also garnered great interest internationally. Its translation into Japanese, completed in collaboration with the University of Tsukuba, reflects the traditionally friendly relations between Turkmenistan and Japan. Notably, this university also facilitated the translation and publication of "The Meaning of My Life's Continuation", a literary and philosophical work by the National Leader of the Turkmen people and Chairman of the Halk Maslahaty, Gurbanguly Berdimuhamedov. That book was published in Japanese in January this year.

The presentation event was attended by representatives of Turkmenistan's Ministry of Foreign Affairs, local and foreign diplomatic corps, international organizations in the country, professors, students from higher education institutions, and the media. Also present was a delegation led by Hiroyuki Tsubai, a member of the Board of Directors and Executive Vice President of Itochu Corporation, President of the Machinery and Equipment Division, and Chairman of the Turkmen-Japanese Economic Cooperation Committee. Earlier this week, the 15th meeting of this Committee was held in Ashgabat.

In their speeches, participants highlighted the ever-expanding intergovernmental dialogue enriched by mutual goodwill. On December 18, the Oguz Han Engineering and Technology University of Turkmenistan hosted the International Scientific and Practical Conference titled "Smart City: Management Technologies, Digital, Smart, and AI Technologies, Security, Economy."

Thanks to the successful implementation of large-scale reforms initiated by the National Leader of the Turkmen people, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov, and now consistently carried out under the leadership of President Serdar Berdimuhamedov, the era of the Revival of a New Epoch of a Powerful State sees the integration of digital systems, "smart" and "green" technologies, and artificial intelligence capabilities across all sectors of the national economy. As a result, the digitalization process creates all the conditions for the happy life of the Turkmen people. A vivid example of this is the city of Arkadag, unparalleled in the region.

Notably, at the international exhibition "World Smart City Expo," held in September this year in Seoul, Republic of Korea, the city of Arkadag received three awards: "For Outstanding Achievements in the Smart City Category," as well as in the nominations "Foreign Smart City" and "For Significant Contribution to the World Smart City Expo 2024."

The exemplary city of Arkadag, located in the picturesque foothills of the Kopetdag, is a source of pride for the Turkmen people. This "smart" city represents a national model of urban development that integrates advanced global architectural trends and technical achievements. Its comprehensive infrastructure, meeting international standards, including in environmental protection, ensures optimal comfort and convenience for residents. Particular attention has been paid to ecological considerations, with environmentally friendly materials used in construction.

This international scientific and practical conference aimed to share national experiences and further implement the smart city concept.

The forum, including its online sessions, was attended by professors and faculty from prestigious universities, renowned researchers, and specialists from Austria, Afghanistan, Bangladesh, Belarus, the United Kingdom, Georgia, India, Kazakhstan, China, Malaysia, Pakistan, Russia, Romania, Tajikistan, Turkey, Uzbekistan, Ukraine, the Philippines, Sri Lanka, Ethiopia, South Korea, and Japan, along with representatives of leading foreign companies.

The conference opened with a formal ceremony and a musical performance by the university’s creative group, "Oguzlar." Foreign guests were impressed by a student performance of the patriotic song "The Most Wonderful City of Arkadag," accompanied by videos showcasing the "smart" city of Arkadag, reflecting the best traditions of national architecture and modern design trends.

The plenary session addressed the development of various fields of science and education, presented scientific research, and discussed priority areas for international scientific and technological cooperation. The discussions included experience-sharing on creating high-tech industries and addressing scientific and technical challenges at regional and global levels. International scientists highly praised the university's research activities in smart technologies.

At the Halk Maslahaty Presidium meeting on October 3, the National Leader of the Turkmen people, Hero-Arkadag, emphasized the need for the harmonious and sustainable development of all systems in Arkadag city, as outlined in the "Arkadag City Development Concept for 2024–2052." The aim is to improve residents' living, working, and recreational conditions through extensive adoption and regular enhancement of digital management technologies. The city’s smart technologies are also expected to be utilized in urban development projects in other regions of the country.

In this context, speeches highlighted the importance of collaboration between the Oguz Han Engineering and Technology University of Turkmenistan and international IT specialists, engineers, scientists, and educators. Their joint work focuses on modern practices that meet global standards in smart home and city technologies, Internet of Things management, and cybersecurity.

During the plenary session, Arkadag city received certificates for its achievements in IoT-based infrastructure development, intelligent transportation systems, energy efficiency solutions, and environmental monitoring and management from companies in South Korea, India’s Chitkara University, Bilkent University’s Nanotechnology Research Center in Turkey, and the Moscow Engineering Physics Institute in Russia. Additional certificates for environmental excellence were presented by Romanian and Uzbek institutions.

The conference continued with thematic sessions discussing international research results in innovative technologies, nanotechnology, artificial intelligence, cybersecurity, and youth involvement in developing national innovations.

The forum also featured a technology exhibition showcasing smart home and city technologies, a concert by the "Oguzlar" creative group, the "FoodTech" eco-friendly food festival, a "CraftTech" artisan exhibition, and "SportTech" e-sports competitions for students.

At the conclusion of the conference, bilateral memorandums of understanding were signed between the university and foreign higher education institutions.

Participants expressed deep gratitude to President Serdar Berdimuhamedov and Hero-Arkadag for their comprehensive support of scientific research and the creation of favorable conditions for academic and scientific activities.

Esteemed President departed on an official visit to Malaysia

On December 18, the President of Turkmenistan, Serdar Berdimuhamedov, left for an official visit to Malaysia.

At the international airport in the capital, the head of state was seen off by official representatives.

Developing constructive relations with the countries of the Asia-Pacific region is one of the priority directions of Turkmenistan's foreign policy, based on the principles of neutrality, peacefulness, mutual benefit, and equal cooperation with all interested states. The strategy initiated by the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan, Gurbanguly Berdimuhamedov, in this direction, is being consistently implemented by the President of Turkmenistan, Serdar Berdimuhamedov.

Turkmenistan and Malaysia share friendly relations based on mutual respect. Currently, cooperation between our countries is successfully developing within the framework of international organizations, particularly the United Nations, the Organization of Islamic Cooperation, the Non-Aligned Movement, and others.

The traditional dialogue between the two states serves as an indicator of constructive multifaceted cooperation, particularly in the trade-economic and cultural-humanitarian spheres.

Mutual high-level visits play a significant role in developing intergovernmental partnerships. In this context, important steps in strengthening fruitful interaction include the official and state visits of the National Leader of the Turkmen people, Hero-Arkadag, to Malaysia in 2011 and 2016, as well as the visits of the heads of government of the friendly country to Turkmenistan in 2014 and 2019.

The bilateral documents signed during these visits serve as a reliable legal framework for cooperation.

This is President Serdar Berdimuhamedov’s first visit to Malaysia, and the upcoming high-level negotiations will mark another step toward deepening and expanding traditional relations.

...A short time later, the aircraft carrying the President of Turkmenistan landed at the International Airport of Malaysia’s capital, adorned with the National Flags of both countries.

At the airport, President Serdar Berdimuhamedov was met by official representatives.

In accordance with the noble traditions of hospitality, bouquets of flowers were presented to the head of state.

In honor of the esteemed guest’s arrival, soldiers of the Honor Guard lined the carpeted path leading from the aircraft's stairway.

During a conversation at the airport between President Serdar Berdimuhamedov and an official representative of the friendly country, the high level of steadily developing Turkmen-Malaysian relations was noted with satisfaction.

The rich experience of bilateral cooperation and vast prospects create favorable conditions for the development of multifaceted partnerships that align with mutual interests.
