The Esteemed President Participated in a Mass Cycling Event Organized in the Capital

On March 7, the independent and permanently neutral Turkmenistan, together with the international community, widely celebrated World Health Day. President Serdar Berdimuhamedov took part in the mass cycling event held in honor of this remarkable occasion.

In the era of the Revival of a new epoch of a powerful state, World Health Day—officially recognized in the national calendar of significant dates—is gaining deeper meaning, inspiring and uniting the people of Turkmenistan who are committed to a healthy and active lifestyle. This reflects the tangible results of the socially oriented state policy pursued by President Serdar Berdimuhamedov, whose unwavering priority is ensuring the well-being and happiness of the nation.

In this context, promoting mass physical culture and sports activities across the country is of great importance. It is an undeniable fact that health and sports are inseparable concepts. A devoted advocate and promoter of regular physical exercise and sports, the head of state consistently participates in festive sporting events. The initiative for such events originally came from the National Leader of the Turkmen people, Chairman of the Halk Maslahaty, Gurbanguly Berdimuhamedov. Today, these noble initiatives of Hero-Arkadag are being honorably continued by Hero Arkadagly Serdar.

Today, the head of state took part in a sports and health event held in the capital, which began in the southern part of Ashgabat, at the starting point of the Health Path that runs along the mountain slope of Kopetdag. Thanks to ongoing efforts to preserve the natural beauty of the capital and its surroundings, this picturesque area has developed a favorable microclimate, making the unique walking trail a popular spot for residents and guests to enjoy active leisure.

In the morning, the event gathered members of the Government, leaders of the Mejlis, ministries and sectoral departments, military and law enforcement agencies, the city administration, public organizations, media representatives, and university rectors. Among the participants were representatives of the Halk Maslahaty, the national parliament, as well as heads and staff of diplomatic missions and international organizations accredited in our country.

Also in attendance were young students from the "Döwletliler köşgi" Palace, pupils of the School for Young Olympians, general education schools, athletes from Turkmenistan’s national cycling team, university students, and members of the public.

Everyone warmly welcomed President Serdar Berdimuhamedov.

To mark World Health Day, artists of the country presented a vibrant musical and dance performance.

Launching the mass cycling ride, the President led the column of participants, all dressed in appropriate sportswear. Following the President, everyone began the route along the spacious avenues of white-marble Ashgabat, starting from the Health Path.

Cycling events, which have become a cherished tradition in Turkmenistan, are among the popular forms of public initiatives held around the world on festive occasions and in support of various social and environmental causes. Every year, these sports events in our Homeland attract increasing numbers of participants—young people and older generations alike.

As a result of the comprehensive strategy initiated by Hero-Arkadag and now being steadily implemented by Hero Arkadagly Serdar, all necessary conditions for physical education and various sports activities have been created in the capital and regions. The development of this important field is a crucial factor in strengthening health, preventing diseases, fostering physical and spiritual self-improvement, enhancing quality of life, and raising a harmoniously educated younger generation.

The State Program "Saglyk," along with other relevant programs and projects, is being systematically implemented, and the specialized infrastructure is being modernized. Healthcare, sanatorium-resort, and sports infrastructure facilities that meet international standards are being built across the country. An innovative medical cluster is currently under development in the new "smart" city of Arkadag.

Today, Turkmenistan possesses significant experience and potential not only for athlete training and skill enhancement but also for educating qualified professionals and hosting regional and global competitions. A notable example is the Olympic Complex in the capital, which successfully hosted the 5th Asian Indoor and Martial Arts Games in 2017, as well as other major international events in subsequent years. This modern sports complex has also been integrated into the infrastructure of the city of Arkadag.

Excellent opportunities for engaging in sports, including water sports, are available in the National Tourist Zone "Avaza," located on the environmentally pristine Turkmen coast of the Caspian Sea. Winter sports, previously considered atypical for the local climate—such as figure skating and hockey—have also been gaining momentum and are enthusiastically embraced by Turkmen youth.

In response to the state’s care and support, our athletes actively participate in prestigious international tournaments and achieve outstanding results, annually enriching the country’s collection of sports achievements with new awards. All of this helps raise the international standing of neutral Turkmenistan and supports the promotion of its constructive initiatives aimed at fostering fruitful cooperation with international partners and supporting the Olympic movement in its global humanitarian and peacebuilding mission.

It is worth noting that sports diplomacy and the utilization of its potential are reflected in the Concept of Turkmenistan’s Activities and Priorities within the framework of the International Year of Peace and Trust, proclaimed by the United Nations General Assembly at the initiative of our country. The relevant resolution was unanimously adopted in 2024 during the 78th session of the UNGA. As outlined in the Concept, this year—marking the 30th anniversary of Turkmenistan’s permanent neutrality—will see increased efforts to promote international sports contacts and the hosting of sports events and UN Games initiated by Turkmenistan.

Cycling, in particular, is one of the most popular sports in the world and is part of the Olympic Games program. It is also popular in our country and has its own history. Today, Turkmenistan possesses all the resources needed to host international cycling competitions.

The number of cycling enthusiasts is steadily growing in Turkmenistan, where the bicycle is valued both as a means of transport and leisure, as well as the most environmentally friendly mode of transportation. Choosing cycling for recreation, travel, or sport promotes not only personal health but also environmental responsibility. It is important to highlight that all socioeconomic and sectoral programs and infrastructure projects implemented in Turkmenistan are closely tied to environmental concerns. Therefore, the sports and health events held in the country also serve as environmental awareness campaigns, promoting eco-consciousness across society.

The Turkmen people’s age-old traditions of respectful coexistence with nature now continue through a scientifically grounded, long-term strategy being implemented across the country. Annual greening campaigns—including those dedicated to the National Spring Holiday, International Nowruz Day—have significantly increased the areas of green spaces, parks, and gardens that positively impact the local microclimate and overall environmental conditions.

During the mass cycling ride, the head of state instructed Deputy Chairman of the Cabinet of Ministers T. Atahallyev, who oversees the agricultural sector, to maintain consistent oversight of the National Forestry Program, which includes comprehensive long-term goals for improving the country's ecological environment and systematically expanding forest areas.

President Serdar Berdimuhamedov also tasked Deputy Chairman of the Cabinet of Ministers B. Annamammedov, who oversees the city of Ashgabat, to keep measures for further landscaping and greening of the capital under close control, ensuring ecological well-being and creating optimal conditions for city residents to engage in physical activity and sports.

By taking an active and well-considered stance on current issues in healthcare, sports, and ecology, Turkmenistan works closely with the United Nations and its specialized agencies, as well as other prominent international and regional organizations, making concrete contributions to effective cooperation in these vital areas. The country’s proposals, including the promotion of cycling culture, have received widespread international recognition and support. A clear example is the UN General Assembly’s resolutions adopted in 2018 and 2022. Turkmenistan’s responsible and forward-looking approach to environmental partnership is also evidenced by its accession to the Global Methane Pledge and its initiative to establish a UN Regional Center for Climate Technologies in Central Asia, based in Ashgabat.

Returning to the topic of the mass cycling event, it is worth emphasizing the uplifting and unifying atmosphere it created. The ride, symbolizing a commitment to health, ecological awareness, and national unity, showcased the population’s enthusiasm for sports and a healthy lifestyle.

The cycling event, held on the occasion of World Health Day, was not only a tribute to global values but also a powerful demonstration of Turkmenistan's internal solidarity and alignment with the international community’s priorities in promoting well-being. As the President led the convoy along the designated route, the enthusiasm and energy of participants of all ages painted a vivid picture of the country's dedication to a healthier future.

In recent years, the country has seen a significant expansion in sports infrastructure and the promotion of physical activity across all age groups. Public parks, fitness zones, and modern sports centers have been built throughout the country, including the Olympic Village in Ashgabat and the facilities in the new "smart" city of Arkadag. President Serdar Berdimuhamedov’s active participation in the cycling event reaffirmed his commitment to these values. During the event, he issued important directives aimed at further improving environmental initiatives and sports development. Specifically, he instructed Deputy Chairman of the Cabinet of Ministers T. Over the past three months, the gross domestic product (GDP) of our country has increased by 6.3 percent

On March 5, President Serdar Berdimuhamedov held a regular Cabinet of Ministers meeting via the digital system, where the results of the work carried out in the country over the past three months of the current year were summarized.

The floor was first given to Deputy Chairman of the Cabinet of Ministers H. Geldimyradov, who reported on the macroeconomic indicators for the first quarter of this year.

According to the report, during the reviewed period, GDP grew by 6.3 percent, including a 0.3 percent growth in industry, 3.8 percent in construction, 11.1 percent in the transport and communication sector, 9.9 percent in trade, 4 percent in agriculture, and 8.8 percent in the service sector.

Compared to the same period in 2024, the total volume of goods produced increased by 9.6 percent, and production indicators across sectors remained positive.

In the first three months of 2025, retail trade turnover rose by 12.3 percent compared to the same period of the previous year, while foreign trade turnover increased by 2.9 percent.

The revenue part of the State Budget for January–March was executed at 102 percent, while expenditures were fulfilled at 97.7 percent.

Wages at large and medium-sized enterprises increased by 11.2 percent compared to the corresponding period of 2024. Salaries, pensions, state benefits, and student stipends were financed on time.

Compared to the same period last year, capital investments made from all sources of funding increased by 17 percent over the three-month period.

A report was also presented on the work carried out under the “Program of the President of Turkmenistan for the Socio-Economic Development of the Country in 2022–2028.”

After hearing the report, President Serdar Berdimuhamedov emphasized that, based on the achievements of the past three months, appropriate measures should be taken to maintain sustainable GDP growth and to further develop production sectors. At the same time, the importance of consistently improving the performance of the financial, economic, and banking systems was highlighted. In this regard, the Vice Premier was given relevant instructions.

The Honorable President Participated in the First Summit in the “Central Asia – European Union” Format

On March 4, President Serdar Berdimuhamedov, during a working visit to the Republic of Uzbekistan, took part in the first “Central Asia–European Union” Summit.

Turkmenistan’s cooperation with the European Union is based on the principles of equality, mutual respect, and mutual benefit, which serves as a foundation for building long-term relations. In this context, it should be noted that the bilateral partnership is multifaceted. Interaction with the EU takes place in the political-diplomatic, trade-economic, and cultural-humanitarian spheres.

At the same time, effective cooperation with the European Union is being strengthened through the implementation of programs and projects aimed at the socio-economic development of our country. Priority areas of the partnership include climate change, diversification of transport and transit corridors, energy, science and education, regional security, and the rational use of water resources.

The Central Asian countries, located at the crossroads of trade routes connecting Asia and Europe, have been creating new opportunities in recent years to attract investment and expand foreign trade relations. This contributes to the rapid integration of the region into the global economic system and its transformation into one of the key players in the global economy.

The intensification of interregional dialogue, the increase in the number of joint projects, and the commitment of both sides to expanding cooperation open up great opportunities for deepening collaboration. The "Central Asia–European Union" format, by promoting regional development and strengthening ties with the EU, is demonstrating its effectiveness.

The agenda of the current Summit, aimed at the development and strengthening of multilateral partnerships between Central Asian states and the European Union, included the expansion of trade and investment ties, advancement of joint projects in green energy and the green economy, transport, digitalization, and more.

…In the early morning, President Serdar Berdimuhamedov’s motorcade headed to the Congress Center – the venue of the high-level meeting. There, the head of state was warmly welcomed by the Uzbek leader Shavkat Mirziyoyev.

The first “Central Asia–European Union” Summit, held in the city of Samarkand under the chairmanship of the President of the Republic of Uzbekistan, was attended by the President of the Republic of Kazakhstan Kassym-Jomart Tokayev, the President of the Kyrgyz Republic Sadyr Japarov, the President of the Republic of Tajikistan Emomali Rahmon, President of the European Council António Costa, President of the European Commission Ursula von der Leyen, President of the European Investment Bank Nadia Calviño, and President of the European Bank for Reconstruction and Development Odile Renaud-Basso.

After the traditional group photo ceremony, the guests proceeded to the main hall of the Congress Center, where the high-level meeting of Central Asian leaders and the heads of key political and economic institutions of the European Union took place.

Opening the meeting, President Shavkat Mirziyoyev once again welcomed the participants and expressed gratitude for supporting Uzbekistan’s initiative to host the first “Central Asia–European Union” Summit in the ancient city of Samarkand.

In his address, the Uzbek leader emphasized the importance of the recent meeting in Ashgabat between the foreign ministers of the Central Asian countries and the European Union, as well as the constructive negotiations held on the eve of the Summit, which demonstrated the political will and determination to deepen practical cooperation in the interests of both regions.

Following that, the floor was given to the Summit participants.

Welcoming those present, President Serdar Berdimuhamedov expressed gratitude to President Shavkat Mirziyoyev of Uzbekistan for the warm hospitality and the excellent conditions provided for the work.

Highlighting the importance of the current meeting, the head of state emphasized that for the first time, the countries of Central Asia and the European Union are holding negotiations in such a high-level format, which is, in itself, a significant event. In our view, this indicates a shared understanding among all participants of the need to deepen relations, a desire for rapprochement, and the establishment of solid mechanisms of partnership, said the President of Turkmenistan. He expressed confidence that the upcoming discussions would mark an important stage in strengthening ties, achieving mutual understanding, and reaching concrete agreements.

Among the key objectives of joint efforts, Turkmenistan places special emphasis on achieving and maintaining regional peace, security, and stability. In this regard, it was stressed that, under current conditions, political and diplomatic interaction between Central Asian countries and the EU could have a significant constructive impact on the overall situation in the region and neighboring states, as well as contribute to the efforts of the international community, primarily represented by the United Nations.

We proceed from a shared vision of Central Asia as a peaceful, economically attractive region — a territory of stability and predictability, free from geopolitical conflicts and contradictions, continued President Serdar Berdimuhamedov, reaffirming Turkmenistan’s readiness to work towards these goals in accordance with its neutral status and international commitments.

In this context, drawing the attention of Summit participants to the UN General Assembly Resolution "Permanent Neutrality of Turkmenistan" unanimously adopted on March 21 and co-authored by 67 countries, the head of state expressed deep appreciation for the support of this document.

Among the most important issues for regional and global peace and security, the stabilization of the situation in Afghanistan was also highlighted.

Highly valuing the potential for cooperation between Central Asia and the EU in such priority areas as economy and investment, energy, transport, and trade, the head of state stated that Turkmenistan is firmly committed to engaging in a serious energy dialogue with the EU at a new, substantive level and is ready to implement practical steps.

It was emphasized that our country advocates the launch of joint practical projects in the field of green energy, increasing electricity production capacity, and is ready to supply electricity to Europe. With a consolidated position of the countries through which the power line would pass, this project could be implemented in the near future on a mutually beneficial basis, expressed the President of Turkmenistan with confidence.

Our country is also ready to work with European partners on the use of wind and solar energy and is open to exploring prospects for cooperation in hydrogen energy, noted the head of state.

Strategic directions include transport and communications, a key component of which is the establishment of East–West and West–East transport and communication corridors. A crucial role in this is given to the Trans-Caspian route, said President Serdar Berdimuhamedov, confirming our country’s readiness to provide the capacity of the International Seaport of Turkmenbashi on the Caspian coast and the road infrastructure of Turkmenistan for the benefit of this project.

– In the field of communications, we also believe in the necessity and feasibility of laying cables along the Caspian Sea floor, continued the head of state, stating that Turkmenistan considers the construction of underwater infrastructure in the Caspian to be economically beneficial for the littoral states. At the same time, it is an important condition for ensuring energy, economic, and transport stability in Eurasia, based on the equal consideration of interests and benefits.

In general, I am convinced that active EU investment participation in infrastructure projects in the region will be a timely step, noted President Serdar Berdimuhamedov, expressing readiness to provide investors with the most favorable conditions for significantly expanding trade with Europe. In this context, companies were invited to participate in the Turkmen market, and the EU was invited to consider the possibility of creating programs to support exporters and importers.

Reaffirming Turkmenistan’s commitment to the development and expansion of cultural and humanitarian cooperation, President Serdar Berdimuhamedov expressed satisfaction with the effectiveness of the educational projects and programs implemented by the EU in the region over the years.

Among them were large-scale programs such as TACIS-TEMPUS, ERASMUS-MUNDUS, and DARYA. In particular, more than 40 projects have been implemented in Turkmenistan under the ERASMUS-MUNDUS and ERASMUS+ programs, focusing on master’s programs, digitalization in education, sustainable development support, and academic mobility.

In order to further this work in line with objective needs and partnership priorities, the head of state proposed the development of a joint project in the field of vocational education, stating that he considers this to be highly important for training highly qualified technical personnel to work with high-tech equipment.

He also supported the activation of joint scientific and research projects in history, archaeology, ethnography, and the preservation of historical and cultural heritage, noting the promising nature of tourism exchanges and the development of targeted joint programs in ecological and ethnographic tourism.

In conclusion, President Serdar Berdimuhamedov emphasized Turkmenistan’s firm and positive stance on continuing and enhancing the partnership in the “Central Asia–European Union” format and its readiness to contribute significantly to this undoubtedly positive and important process.

President of the Republic of Uzbekistan Shavkat Mirziyoyev thanked the President of Turkmenistan for his substantive speech, specific proposals, and positive stance on mutually beneficial cooperation.

During the Summit, the participants emphasized the importance of establishing cooperation on a systematic basis, directing it toward specific goals, and developing new mechanisms of interaction. Special emphasis was placed on the need to enhance interregional partnership in the trade and economic sphere, as well as in the energy, transport and communication sectors, the field of green energy, and climate change. Confidence was also expressed in achieving concrete agreements on expanding investment cooperation, implementing joint infrastructure projects, and supporting innovation and digital solutions.

The participation of President Serdar Berdimuhamedov in the "Central Asia–European Union" Summit is yet another clear confirmation of Turkmenistan's commitment to developing mutually beneficial partnerships with all interested countries.

Thus, the current high-level meeting served as an important platform for discussing opportunities to strengthen relations between the Central Asian countries and the European Union in the areas of trade and economy, investment, transport, and cultural and humanitarian cooperation, as well as for developing joint strategies in these fields.

The Working Visit of the Honorable President to the Republic of Uzbekistan Has Begun

On March 3, President Serdar Berdimuhamedov departed on a working visit to the Republic of Uzbekistan to participate in the first “Central Asia–European Union” Summit.

At the International Airport of the capital, the Head of State was seen off by government officials.

Neutral Turkmenistan, in line with its peaceful and constructive foreign policy strategy — the foundation of which was laid by the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan, Hero-Arkadag, and is now being successfully implemented in the modern era by President Serdar Berdimuhamedov — places special emphasis on developing cooperation with countries around the world, including the European Union, based on the principles of mutual benefit and equality.

Currently, cooperation with the EU is carried out in the political and diplomatic, trade and economic, and cultural and humanitarian spheres. Particular attention is given to partnership in such areas as transport diplomacy, investment, climate change, energy, science and education, and the rational use of water resources.

Dialogue in the political and diplomatic sphere is successfully developing both on a bilateral level and within the framework of the “Central Asia–European Union” format. It should be noted that within this cooperation, regular meetings of foreign ministers of the Central Asian countries and the European Union are held.

…After some time, the presidential airliner landed at the International Airport of the city of Samarkand, which was decorated with the national flags of the summit’s participating countries.

There, the Head of State was warmly welcomed by officials.

As part of the first day of the visit to the Republic of Uzbekistan, the Head of State, Serdar Berdimuhamedov, held meetings with President Shavkat Mirziyoyev, President of the European Bank for Reconstruction and Development (EBRD) Odile Renaud-Basso, President of the European Council António Costa, and President of the European Commission Ursula von der Leyen.

During the working visit, on April 4, President Serdar Berdimuhamedov will take part in the first “Central Asia–European Union” Summit, as well as in the opening ceremony of the international climate forum.

In general, this high-level meeting in Samarkand is intended to become an important practical step toward strengthening long-term, multifaceted, and mutually beneficial cooperation between the two regions.

A meeting took place between the esteemed President and the President of the Republic of Uzbekistan

In this context, confidence was expressed that the current Summit will become an important step toward closer and mutually beneficial partnership between Central Asia and the European Union.

It was also noted that in recent times, business contacts between the entrepreneurial communities of the two countries have noticeably intensified.

Taking this opportunity, President Serdar Berdimuhamedov once again thanked President Shavkat Mirziyoyev for his significant personal contribution to the development of interstate dialogue.

Honorable President Met with the Minister of State of the Kingdom of Saudi Arabia

On March 2, the President of Turkmenistan, Serdar Berdimuhamedov, received the Minister of State of the Kingdom of Saudi Arabia, Member of the Cabinet of Ministers, Emir Turki bin Mohammed Al Saud.

Expressing gratitude for the opportunity to personally discuss priority areas of mutually beneficial cooperation, the guest congratulated the head of state and the entire Turkmen people on the blessed holiday of Oraza. He also took the opportunity to convey warm greetings and best wishes from the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud of Saudi Arabia, and the Crown Prince and Prime Minister Mohammed bin Salman bin Abdulaziz Al Saud.

Thanking him for his kind words and wishes, President Serdar Berdimuhamedov conveyed his best wishes in return to the King of Saudi Arabia and members of the royal family. Hero-Arkadag Reviews the Progress of the New International Airport Construction in Jebel

On March 1, the National Leader of the Turkmen People, Chairman of the Halk Maslahaty of Turkmenistan, Gurbanguly Berdimuhamedov, who is on a working visit to Balkan Velayat, departed by helicopter from the city of Turkmenbashi and arrived in Balkanabat. Hero-Arkadag visited the construction site of the new international airport in the town of Jebel, where he reviewed the progress of large-scale construction works.

As history attests, the Great Silk Road once traversed the territory of Turkmenistan, facilitating trade and cultural exchanges between Asia and Europe. Under the leadership of the President of Turkmenistan, the country, strategically located at a crucial crossroads of continental routes, prioritizes the development of transport and transit corridors, marking the revival of ancient trade pathways in a modern context.

As part of his working visit to Balkan Velayat, Hero-Arkadag arrived at the construction site of the International Airport in Balkanabat, where dynamic construction activities are ongoing. The new airport, envisioned to play a key role in enhancing the country’s transport and transit potential and boosting cargo and passenger transportation, is being constructed using advanced expertise and innovative technologies.

During his visit, Hero-Arkadag examined the characteristics of the airport's runway, assessing the durability and resilience of the construction materials. The runway has been built in accordance with modern requirements and international industry standards.

Emphasizing the crucial role of the transport and communications sector in global economic development and trade, Hero-Arkadag noted that the new airport would significantly contribute to Turkmenistan’s integration into the global economic space and its sustainable economic development objectives.

It is noteworthy that Turkmenistan’s international initiatives, widely supported by the global community, hold great significance for humanity. This is reflected in several United Nations General Assembly resolutions unanimously adopted in recognition of Turkmenistan’s contributions.

During Hero-Arkadag’s visit, an aircraft landed on the newly constructed runway as a test of its functionality. This trial landing served as tangible proof of the high-quality construction of the runway and its compliance with global standards.

Under the wise leadership of President Serdar Berdimuhamedov, Turkmenistan is actively enhancing its transport and transit corridors, leveraging its advantageous geographical position. These efforts lay the groundwork for the development of a multimodal transport and transit infrastructure that meets international standards and integrates various modes of transport, including air travel.

Hero-Arkadag also inquired about the infrastructure and auxiliary facilities of the new airport, emphasizing the importance of equipping the airport in line with modern requirements to ensure the smooth operation of all airport services.

Highlighting the steady increase in domestic air traffic in recent years, Hero-Arkadag underscored that the new airport would provide high-quality service to passengers traveling to the Mollagara health resort for rest and medical treatment. The strategic location of the international airport in Jebel will facilitate quick access to the resort, which is visible from the air gateway.

Following this, Hero-Arkadag inspected the various facilities within the International Airport of Balkanabat, evaluating their features and operational capabilities.

In recent years, under the leadership of President Serdar Berdimuhamedov, significant efforts have been made to modernize the country’s civil aviation infrastructure, expand the national fleet with new aircraft, train highly qualified specialists, and construct and renovate airports. These initiatives reflect Turkmenistan’s commitment to reviving the Great Silk Road in a new format.

The modernization of civil aviation is a priority in the President’s state policy. In a short time, international airports equipped with modern technology and meeting global standards have been inaugurated in the capital, Turkmenbashi, and Turkmenabat.

Despite the relatively recent inauguration of the international airport in the city of Kerki in Lebap Velayat, the construction of another modern airport in Balkan Velayat is now in its final stages. This progress underscores Turkmenistan’s strategic approach to enhancing international passenger and cargo transportation.

In April 2015, an intergovernmental agreement on air transport was signed between Turkmenistan and Luxembourg, paving the way for Europe's leading cargo airline, Cargolux, to operate flights along the Luxembourg-Turkmenbashi route.

Over this period, the total volume of transit cargo, including figures from the first three months of 2025, reached 417,340 tons, with more than 5,960 transit aircraft landings recorded.

Furthermore, international freight transport through Turkmenistan along the Europe-Caucasus-Asia (TRACECA) corridor and the Afghanistan-Turkmenistan-Azerbaijan-Georgia-Turkey transit route reinforces the country’s growing reputation on the global stage.

Turkmenistan has hosted international forums aimed at strengthening transport and transit corridors and addressing relevant industry challenges. Notable among these were the 2014 High-Level International Conference on Sustainable Transport Cooperation, which resulted in the Ashgabat Declaration, and the 2016 Global Conference on Sustainable Transport. These initiatives highlight the importance of transport diplomacy in Turkmenistan’s foreign policy. President Serdar Berdimuhamedov continues to successfully implement Hero-Arkadag’s initiatives, including the construction of international-level airports, which are integral to the national transport system.

The United Nations General Assembly, acting on Turkmenistan’s initiative, has adopted historic resolutions such as "The Role of Transport and Transit Corridors in Ensuring International Cooperation for Sustainable Development," "Towards a Comprehensive Transport Connectivity Framework for Sustainable Multimodal Transit Corridors," "World Sustainable Transport Day," and "Strengthening Connectivity Between All Modes of Transport for Achieving Sustainable Development Goals."

The construction of the new airport in Jebel will strengthen Turkmenistan’s position as a major regional and continental transport and logistics hub, ensuring the country’s seamless integration into the global transport network.

Situated at the crossroads of Central Asia and Europe, Turkmenistan is committed to developing transport and logistics services between regional and continental states. The country continues to enhance its national transport infrastructure and steadily expand its transport and transit capabilities.

Under President Serdar Berdimuhamedov’s leadership, large-scale efforts are being undertaken to ensure the reliability of international transport corridors, reinforcing Turkmenistan’s role as a key link in continental routes.

Turkmenistan aims to utilize its transport and transit potential in the interest of global cooperation. Accordingly, the country places great importance on expanding collaboration with leading international organizations and institutions while fostering partnerships to address modern challenges effectively.

Hero-Arkadag then reviewed the proposed projects and facilities of the new airport.

Chairman of the Türkmenhowaýollary Agency, D. Saburov, briefed Hero-Arkadag on the airport construction projects and their specifications.

In addition to the existing runway, the new airport will feature access roads, aircraft hangars, passenger terminals, an air traffic control tower, checkpoints, rescue and firefighting facilities, technical buildings, water reservoirs, a lighting and alert system control center, a radio technical station, cargo areas, a terminal, and other specialized facilities.

Stressing the need for continuous oversight of construction activities, Hero-Arkadag emphasized that ensuring high-quality standards and timely completion of the airport's infrastructure remain top priorities. He called for a responsible and comprehensive approach to facility equipment and personnel training.

Hero-Arkadag extended his best wishes to all involved in the rapid construction of the International Airport of Balkanabat, the enhancement of surrounding areas, and the provision of high-level services.

Following the conclusion of his working visit to Balkan Velayat, Hero-Arkadag departed for the capital.

Shortly thereafter, Hero-Arkadag’s aircraft landed at the capital’s international airport, where the National Leader of the Turkmen People, Chairman of the Halk Maslahaty of Turkmenistan, Hero-Arkadag, was warmly received.

Arkadagly Hero Serdar Held a Meeting with the Minister of Foreign Affairs of the Republic of Tajikistan

On March 27, President Serdar Berdimuhamedov received the Minister of Foreign Affairs of the Republic of Tajikistan, Sirojiddin Muhriddin, who arrived in our country to participate in the next meeting of the heads of foreign policy agencies of Central Asian states and the European Union.

Expressing sincere gratitude to the head of state for the time allocated and the warm reception, the guest conveyed heartfelt greetings and best wishes to the President of Turkmenistan and Hero-Arkadag from President Emomali Rahmon. Taking the opportunity, the head of the foreign policy agency of the friendly country congratulated the head of state on the International Nowruz Day and noted that Tajikistan is interested in expanding its partnership with Turkmenistan, with which it shares a commonality of historical and cultural roots stretching back millennia.

Welcoming the Minister of Foreign Affairs of the friendly state to the ancient and hospitable Turkmen land, President Serdar Berdimuhamedov extended reciprocal best wishes to the leader of the fraternal country. Special emphasis was placed on the fact that the outcomes of the current visit of the head of Tajikistan’s foreign policy agency to Turkmenistan and his participation in the 20th ministerial meeting of representatives of the European Union and Central Asian countries, dedicated to preparations for the first "Central Asia–European Union" summit, will contribute to strengthening interstate relations.

During the subsequent exchange of views on the current state and prospects of partnership between the two countries, the head of state and Sirojiddin Muhriddin noted with satisfaction that today, the friendly and good-neighborly ties between Turkmenistan and the Republic of Tajikistan are of a long-term and strategic nature.

Currently, our countries cooperate not only in a bilateral format but also within the framework of authoritative regional and international organizations such as the UN, OIC, CIS, SCO, and ECO. At the same time, it was highlighted that a significant factor in the development of this partnership is the trust-based relationship established between the leaders of the two states, as well as the outcomes of high-level meetings and negotiations, which have become regular.

Continuing the meeting, the diplomat emphasized the importance of the international legal status of permanent neutrality, the 30th anniversary of which is being celebrated this year. Congratulating President Serdar Berdimuhamedov on the adoption by the UN General Assembly of the third Resolution on Turkmenistan’s permanent neutrality, the head of the foreign policy agency of the fraternal country confirmed Tajikistan’s readiness, as a co-sponsor of these resolutions, to participate in international events scheduled for this year to mark this significant date, as well as to continue supporting the constructive initiatives of the Turkmen state.

One of the topics of discussion was trade and economic relations. In this regard, it was noted that there are significant opportunities, particularly in terms of implementing large-scale projects in the fields of trade, the fuel and energy sector, and the transport and communications sector.

Among the equally important areas of interstate interaction, the cultural-humanitarian sphere was highlighted, with a special focus on partnership in education, healthcare, science, and culture. In this context, President Serdar Berdimuhamedov noted that the ceremonial opening of the Makhtumkuli secondary school in the Dusti district of Tajikistan’s Khatlon Province is a symbol of the friendship and brotherhood of our peoples. Alongside this, the significance of President Emomali Rahmon’s visit to Turkmenistan to participate in the International Forum dedicated to the 300th anniversary of Makhtumkuli Fragi’s birth was underscored.

The Start of Cotton Sowing in Our Country

On March 26, an important agricultural campaign – the sowing of cotton – commenced across the country. In accordance with the directive of the head of state, farmers in the Ahal, Balkan, Dashoguz, Lebap, and Mary velayats began the sowing season.

During the Cabinet of Ministers meeting held via a digital system on March 20, President of Turkmenistan Serdar Berdimuhamedov gave his blessing for the nationwide cotton sowing campaign to begin on March 26. He addressed the honorable elders, requesting them to launch the campaign with the words "Bismillah" and wished the brave cotton growers and agricultural workers great success in their work.

Following the cherished national tradition, the respected elders offered prayers to the Almighty for the prosperity of the homeland, the Turkmen people, and the head of state. They then cast the first cotton seeds into the soil before stepping aside for mechanized farming operations to begin.

As is well known, cotton cultivation is one of the priority sectors of the country's agro-industrial complex. The development of cotton farming has been transitioned to modern management methods, with the introduction of advanced innovations and economic incentives for agricultural producers.

Effective measures have been implemented to improve farming culture, employing scientifically grounded cotton cultivation techniques tailored to the soil and climatic conditions of each velayat, as well as enhancing the reclamation of agricultural lands.

Simultaneously, efforts have been intensified in the field of cotton breeding, creating new region-specific varieties distinguished by early maturity, high yield, and superior fiber quality. Special attention is given at cotton-processing enterprises to the procurement of high-quality seed material, which is a key factor in increasing the production volumes of "white gold." Cotton remains a valuable export commodity for Turkmenistan and serves as the primary raw material for the textile industry, whose products are in demand worldwide and have become a recognized national brand.

This year's sowing campaign involves tractors of various brands, including those equipped with a telematic digital electronic system, procured from the world’s leading agricultural machinery manufacturer, John Deere. Additionally, planters, cotton cultivators, and other farming equipment are in use to ensure the seamless execution of sowing operations and subsequent agricultural activities.

Necessary conditions have been established on-site for round-the-clock maintenance of machinery, as well as for the work and rest of mechanized operators and other participants in the sowing process.

Biolaboratories operating in the districts and farmers' associations are preparing for the new agricultural season. These laboratories will supply farmers with environmentally friendly and economically beneficial bioproducts used to combat cotton pests.

In preparation for the sowing campaign, various farmers' associations across the velayats hosted seminars dedicated to the ongoing modernization of rural areas. These events aim to foster the dynamic development and high profitability of the agro-industrial sector, increasing agricultural production volumes.

During the discussions, attendees expressed deep gratitude to President Serdar Berdimuhamedov for his support of agriculture and his active efforts to improve the working and living conditions of the country’s farmers. They assured that they would apply all their skills, knowledge, and experience to successfully implement the agricultural sector reforms.

As part of the celebrations marking the start of the sowing campaign, exhibitions of agricultural machinery and products from processing enterprises were organized. Musical and folklore dance ensembles from the velayats prepared creative performances for the cotton farmers.

A meeting was held with the Country Director of the UN Population Fund in Turkmenistan

On March 25, 2025, a meeting was held between the Minister of Foreign Affairs of Turkmenistan Rashid Meredov and the Country Director of the United Nations Population Fund (UNFPA) for Turkmenistan Ms.Chinwe Ogbonna.

At the beginning of the conversation, having congratulated the guest on her appointment as UNFPA Country Director for Turkmenistan, R. Meredov wished the diplomat success and new achievements in her mission aimed at developing cooperation between Turkmenistan and this international structure.

During the meeting, the diplomats noted the high level of collaboration and agreed on further development of cooperation between Turkmenistan and UNFPA. In this context, the constructiveness of joint actions within the framework of the comprehensive implementation of the UNFPA Country Programme for Turkmenistan for the period 2021-2025 was emphasized.

Cooperation on improving reproductive and maternal healthcare, gender equality, demography, and promoting healthy social and gender norms among young population were highlighted as key areas of bilateral interaction.

The United Nations General Assembly Adopts a Resolution on the Permanent Neutrality of Turkmenistan

The General Assembly, referring to its resolutions 50/80 A of December 12, 1995, and 69/285 of June 3, 2015, on the permanent neutrality of Turkmenistan,

also referring to its resolutions 71/275 of February 2, 2017, on the proclamation of the International Day of Neutrality and 75/28 of December 7, 2020, on the role and significance of the policy of neutrality in maintaining and strengthening international peace, security, and sustainable development,

reaffirming the sovereign right of each state to independently determine its foreign policy in accordance with the norms and principles of international law, including the Charter of the United Nations,

noting in particular that the national policy of neutrality pursued by certain states can contribute to strengthening international peace and security in relevant regions and globally, as well as play an important role in developing peaceful, friendly, and mutually beneficial relations among countries worldwide,

acknowledging that such a national policy of neutrality is intended to encourage the use of preventive diplomacy, including conflict prevention, mediation, good offices, negotiations, engagement of special envoys, informal consultations, peacebuilding, and targeted development efforts,

recognizing that the status of permanent neutrality of Turkmenistan contributes to strengthening peace and security in the region, as well as the active and positive role that Turkmenistan plays in developing peaceful, friendly, and mutually beneficial relations with countries in the region and other states worldwide,

noting in particular the contribution of neutral Turkmenistan to the Tajik intra-political negotiations under the auspices of the United Nations, as demonstrated by its initiative to host continuous rounds of Tajik intra-political negotiations in Ashgabat in 1995 and 1996,

as well as its contribution to resolving the conflict in Afghanistan, demonstrated by hosting Afghan intra-political negotiations and the international forum on Afghanistan in 1997, and its ongoing offer of Turkmenistan’s territory as a venue for further Afghan-led inclusive reconciliation dialogue,

expressing appreciation to the government of Turkmenistan for its valuable contribution to strengthening international peace and security by steadfastly adhering to its policy of permanent neutrality and annually hosting international conferences dedicated to promoting the principles and values of neutrality as a means of achieving peace and sustainable development,

referring to the final document of the international conference "The Policy of Neutrality and Its Role in Ensuring International Peace, Security, and Sustainable Development" (Ashgabat Final Document), adopted on December 12, 2020,

welcoming the proclamation of 2025 as the International Year of Peace and Trust in its resolution 78/266 of March 21, 2024, as well as the declaration of Central Asia as a zone of peace, trust, and cooperation in its resolution 76/299 of July 28, 2022, initiated by Turkmenistan,

referring to its resolutions 72/7 of November 17, 2017, 75/272 of April 16, 2021, and 77/273 of February 24, 2023, and recognizing that the United Nations Regional Center for Preventive Diplomacy for Central Asia, established in Ashgabat in December 2007 at the initiative of all Central Asian states with the support of the international community, plays an important role in assisting Central Asian states in addressing regional challenges by promoting and facilitating closer cooperation among them, identifying and eliminating potential sources of tension before escalation, and responding to domestic and transnational threats to peace and security by supporting sustainable regional development,

recognizing the positive role that neutral Turkmenistan plays in providing and delivering humanitarian assistance in cases of complex emergencies and natural disasters in the region, in accordance with the guiding principles for strengthening coordination of United Nations emergency humanitarian assistance, including the principle of neutrality,

emphasizing the importance of the economic and geoeconomic aspects of Turkmenistan’s neutrality in ensuring regional connectivity, which contributes to regional development, and in this regard welcoming Turkmenistan’s initiatives on stable energy transit and the development of reliable transport and transit corridors, as reflected in the relevant General Assembly resolutions,

noting the support of the Non-Aligned Movement for Turkmenistan’s status of permanent neutrality, as expressed in the Final Document of the Eleventh Conference of Heads of State and Government of the Non-Aligned Countries, held in Cartagena, Colombia, on October 18–20, 1995,

also noting the resolutions of the Council of Foreign Ministers of the Organization of Islamic Cooperation, which affirm support for Turkmenistan’s permanent neutrality and emphasize the role of the policy of neutrality in maintaining and strengthening international peace, security, and sustainable development.

  1. Reaffirms its firm support for the status of permanent neutrality declared by Turkmenistan;

  2. Once again calls on the Member States of the United Nations to respect and uphold this status of Turkmenistan, as well as its independence, sovereignty, and territorial integrity;

  3. Recommends the effective use of the territories of neutral countries for conducting peace negotiations and conflict resolution processes, including through the establishment of special mediation centers, and notes Turkmenistan’s proposal to establish on its territory a Mediation Chamber for Peace under the auspices of the United Nations, which will require assessment by Member States and the UN system.

  4. Notes the work of the Group of Friends of Neutrality for Peace, Security, and Sustainable Development—an informal group established at the initiative of Turkmenistan in August 2020 and operating based on the final declaration adopted at the Group’s first ministerial-level meeting—in maintaining a broad multilateral dialogue dedicated to the practical implementation of neutrality principles in the context of conflict prevention, addressing root causes and consequences of conflicts, resolving humanitarian issues, and promoting neutrality in international relations;

  5. Requests the Secretary-General, in consultation with Member States and other relevant stakeholders, to develop, within existing resources, a guide on the observance and implementation of neutrality principles for peace and security, with particular attention to summarizing accumulated experience and key principles of the effective application of neutrality in international relations;

  6. Welcomes the decision of the Government of Turkmenistan to host an international forum in December 2025 dedicated to the International Year of Peace and Trust (2025), the International Day of Neutrality, and the 30th anniversary of Turkmenistan’s permanent neutrality;

  7. Decides to include in the provisional agenda of its eightieth session, under the item titled “Peacebuilding and Sustaining Peace,” a sub-item titled “Neutrality for Peace and Security.”

In the new historical era, under the leadership of the President of the country, the initiatives of the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan, Hero-Arkadag, aimed at ensuring environmental well-being, are being successfully implemented. In this regard, great importance is attached to expanding forested areas and preserving biodiversity.

The state’s environmental policy is focused on creating a sustainable and clean environment for future generations. A key aspect of this policy is the broad involvement of the population in environmental protection activities. The nationwide greening campaign contributes to achieving these noble goals and fostering ecological awareness in society.

In the state policy of the President, special attention is given to environmental protection. Comprehensive reforms in economic and social spheres, which are essential for the well-being of the people, are closely linked to ecology.

In this context, it is worth noting that in accordance with the "Revival of the New Epoch of a Powerful State: The National Program for the Socio-Economic Development of Turkmenistan for 2022–2052" and the "President’s Program for the Socio-Economic Development of Turkmenistan for 2022–2028", large-scale efforts are being made to create a clean ecological environment in the Homeland.

Among the participants of today's event were the Chairperson of the Mejlis, Deputy Chairmen of the Cabinet of Ministers, heads and representatives of military and law enforcement agencies, ministries, industry departments, diplomatic missions, and international organizations accredited in the country, as well as the general public.

The President’s motorcade arrived in the southern part of the capital, where the nationwide tree-planting ceremony was to take place.

The participants warmly welcomed President Serdar Berdimuhamedov.

A performance by artists added a festive atmosphere to the event.

After greeting the attendees, the President proceeded to the specially prepared area for planting.

A representative of the younger generation asked the President to give the official start to the greening campaign, enthusiastically reciting a poem.

After planting the first tree, President Serdar Berdimuhamedov officially launched the campaign. His participation in this large-scale event, aimed at transforming the country into a blooming land, further emphasized its significance and demonstrated the continuity of national traditions.

Following the President’s example, the participants began planting trees. The planting of various tree species, taking into account the local soil and climate conditions, will help create forested zones at the foothills.

Alongside ensuring ecological well-being, this mass tree-planting initiative plays a crucial role in enriching nature. The united participation of Turkmens in this noble cause is a clear testament to patriotism, care for nature, and the younger generation’s commitment to the principles of living in harmony with the environment, as upheld by their ancestors.

To improve the country's ecology and systematically expand forested areas, a comprehensive and long-term National Forestry Program is being successfully implemented. Its execution is a vital step toward ensuring sustainable development and environmental protection in the context of global climate change. The program also includes scientific research on the country’s forests and monitoring their condition, which serves as an effective tool for achieving ecological well-being and preserving the nation’s natural heritage.

Mass tree-planting contributes to a favorable ecological environment in both cities and rural areas. The increasing forested areas in the capital and across the country in recent years demonstrate the importance placed on this noble endeavor.

Among the priority directions of the urban development program, successfully implemented under the leadership of the President of Turkmenistan, is strict adherence to environmental standards.

A striking example of innovative approaches to environmental protection is the city of Arkadag, built on the initiative of the National Leader of the Turkmen People, Chairman of the Halk Maslahaty, Hero-Arkadag, and thanks to the tireless efforts of President Serdar Berdimuhamedov.

This city, unparalleled in the region, fully meets environmental standards and provides modern amenities for living and working.

The awarding of a certificate recognizing Arkadag as part of the OSCE project on Sustainable, Green, Climate-Friendly Cities with Innovative Solutions is a testament to this achievement.

In the era of rapid scientific and technological development, preserving nature and ensuring harmonious coexistence remains a crucial task requiring special attention from humanity.

Turkmenistan's initiatives in this field receive broad support from the international community. These include proposals such as establishing a UN Regional Center for Climate Change Technologies in Central Asia in Ashgabat, developing a UN Water Strategy and a Special UN Program for the Aral Sea Basin, highlighting the Aral Sea issue as a separate focus area for the UN, and ensuring the environmental well-being of the Caspian Sea.

Actively participating in the global environmental dialogue, Turkmenistan advocates for expanded cooperation within the UN framework, strengthening partnerships with major international organizations, and contributing to efforts addressing global challenges.

President Serdar Berdimuhamedov’s official statement on Turkmenistan’s accession to the Global Methane Pledge at the 28th Conference of the Parties to the UN Framework Convention on Climate Change (held on November 30 – December 12, 2023, in Dubai, UAE) reaffirmed the country’s responsible approach to addressing contemporary global challenges.

Additionally, as part of the transition to a “green” economy, efforts are being made to develop and implement eco-innovations, switch to environmentally friendly transportation, and improve energy efficiency. The scientific and technological growth of Turkmenistan significantly contributes to ensuring ecological well-being.

Energy-saving technologies are being widely introduced across all sectors of the national economy. Large-scale efforts are underway to improve air quality control and ensure that newly constructed factories, plants, and other facilities meet environmental standards.

The transition to a “green” economy is being carried out in various areas, including the rational use of natural resources, sustainable agricultural development, energy conservation and efficiency, waste management, and ecosystem preservation.

Vice-Premier T. Atakhallyev, overseeing the agro-industrial complex, briefed President Serdar Berdimuhamedov on the progress of the nationwide greening campaign.

The Head of State noted that regular tree-planting is one of the most effective methods of ensuring environmental well-being, a noble cause that benefits society greatly. He instructed the Vice-Premier to maintain strict control over measures taken in this area.

Then, Deputy Chairman of the Cabinet of Ministers B. Annammammedov, responsible for the city of Ashgabat, reported on the measures being taken to beautify the capital and maintain cleanliness, as well as on the progress of construction projects.

The President of Turkmenistan emphasized that compliance with environmental standards is a key requirement in implementing the country’s large-scale urban development program and gave relevant instructions to the Vice-Premier.

Honorable President Met with the Minister of Energy and Natural Resources of the Republic of Turkey

On March 19, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan, Gurbanguly Berdimuhamedov, met with the Minister of Energy and Natural Resources of the Republic of Turkey, Alparslan Bayraktar, and the General Director of the company "Botaş," Abdulvahid Fidan, who were visiting the country.

Confirming Turkmenistan’s readiness to further strengthen its partnership with the Republic of Turkey in the energy sector, Hero-Arkadag noted that one of the key issues is the export of Turkmen natural gas to the brotherly country and further to European states.

It was reported that currently, Turkmen natural gas is transported to the Republic of Turkey via the Islamic Republic of Iran under a SWAP scheme. With the commissioning of a power plant under construction on Turkmenistan's Caspian coast, there will also be an opportunity to export electricity across the sea to neighboring countries, including Turkey and others.

Hero-Arkadag expressed Turkmenistan’s willingness to consider specific proposals from the Turkish side in the mentioned areas and other issues of mutual interest and to support its constructive initiatives.

The Hero-Arkadag Held a Telephone Conversation with the Chairperson of the Federation Council of the Federal Assembly of the Russian Federation

On March 18, a telephone conversation took place between the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan, Gurbanguly Berdimuhamedov, and the Chairperson of the Federation Council of the Federal Assembly of the Russian Federation, Valentina Matviyenko.

First of all, the Hero-Arkadag expressed gratitude to the speaker of the upper chamber of the Russian Parliament for her significant personal contribution to strengthening friendship and strategic partnership between Turkmenistan and the Russian Federation. In this context, it was emphasized that Valentina Matviyenko, over many years, in her roles as one of the leaders of the Russian Government, Governor of Saint Petersburg, and Chairperson of the Federation Council of the Federal Assembly of Russia, has actively engaged in state and international affairs, paying great attention to deepening the traditionally friendly bilateral relations.

Additionally, it was emphasized that the "Central Asia–Russia" Women's Dialogue has gained new momentum in its development.

The first events within these formats took place in May 2022, the Hero-Arkadag noted, suggesting the organization of the next meetings of parliamentarians and the Women’s Dialogue of Central Asian countries and Russia.

During the discussion of the current state and prospects of Turkmen-Russian cooperation, the key role of parliamentarians from both countries in developing a comprehensive interstate dialogue and enriching it with new meaningful content was highlighted. A separate topic of discussion was the strengthening of cultural and humanitarian ties, particularly in education, science, healthcare, and culture. In this context, both sides confirmed their commitment to intensifying contacts in these areas.

During the conversation, it was emphasized that Valentina Matviyenko's state, political, and public activities are closely related to issues of motherhood and childhood, healthcare, and inclusive education for children. In this regard, the Hero-Arkadag noted that Turkmenistan highly respects the initiatives of the Chairperson of the Federation Council of the Federal Assembly of Russia in preparing, adopting, and implementing large-scale, long-term strategies and programs aimed at addressing children's issues.

A Meeting Was Held Between the Delegation of Turkmenistan and the Emir of the State of Qatar

On March 16, 2025, a delegation led by the Deputy Chairman of the Cabinet of Ministers and Minister of Foreign Affairs of Turkmenistan, Rashid Meredov, was received by the Emir of the State of Qatar, Sheikh Tamim bin Hamad Al Thani.

A ceremony was held in the city of Arkadag on the occasion of awarding the "Üstünlik" Certificate

On March 13, a ceremony took place to present the Certificate of Excellence from Hangzhou Dianzi University of the People's Republic of China to the "smart" city of Arkadag as an outstanding green and environmentally friendly city. This event marked yet another sign of international recognition of the architectural concept and favorable ecological level of the new city, established on the initiative of Hero-Arkadag.

The ceremony was attended by representatives of the governing structures of the new city, the Ambassador Extraordinary and Plenipotentiary of China to Turkmenistan, esteemed elders, and youth.

The awarding of international certificates and corresponding diplomas to the city of Arkadag, distinguished by its high level of comfort and unique combination of national architectural traditions with advanced global practices, confirms that the country's urban planning principles have evolved and reached a qualitatively new level.

Participants of the event visited an exhibition in the foyer of the main building of the Aba Annayev International Academy of Horse Breeding in Arkadag. The exhibition featured various information and photographs dedicated to the city's architectural features, the integration of digital systems into its infrastructure, and the implementation of innovative technologies.

Among the special exhibits were international certificates awarded to the city of Arkadag, as well as books authored by Hero-Arkadag and Arkadagly Hero Serdar. A separate pavilion was arranged by the Chinese delegation.

Speakers at the ceremony, held at the Aba Annayev International Academy of Horse Breeding, highlighted the success in achieving the grand goals of the urban development program initiated by Hero-Arkadag under the wise leadership of President Serdar Berdimuhamedov. It was emphasized that the city of Arkadag has become a unique example of national architecture.

The floor was then given to the Ambassador Extraordinary and Plenipotentiary of China to Turkmenistan, Qian Naiquan. He expressed his gratitude to the Turkmen side for the high level of organization of this important event. The Chinese city of Hangzhou is recognized as one of the leaders in innovative industrial development and is actively exploring the potential of digital systems and artificial intelligence. Hangzhou Dianzi University, which effectively collaborates in modern technologies with various countries, assesses the technological level of newly built cities worldwide.

During his speech, the diplomat warmly recalled Hero-Arkadag’s visit to Hangzhou in 2014 and emphasized that the discussions held during this visit sparked great interest among the city's residents.

The architectural features of the first phase of Arkadag’s development, along with its multifunctional facilities, have received high praise from the international community. This demonstrates the strength and level of progress in our country, which confidently advances toward the heights of progress.

The Chinese Ambassador emphasized that it was a great honor for him to present the Certificate of Excellence from Hangzhou Dianzi University to the "smart" city of Arkadag as an outstanding green and eco-friendly city. He then handed the certificate to D. Orazov, Chairman of the State Committee for the Construction of Arkadag City under the President of Turkmenistan. He also congratulated the leadership of Arkadag and all its residents on this significant event.

Subsequent speeches highlighted the positive results of innovative approaches implemented in Arkadag. The achievements of the "smart" city, along with those of other regions of the country, stem from the application of innovative solutions aimed at comprehensive development and improving the quality of life of the population.

During the event, it was reported that the Mejlis of Turkmenistan had adopted a Resolution on changes to the administrative territory of Arkadag. It was noted that the decision to transfer 65 hectares from the lands of Ashgabat to the administrative territory of Arkadag, in accordance with the annexed scheme of the mentioned resolution, holds historical significance. The conference participants expressed their gratitude to the President of Turkmenistan and Hero-Arkadag on behalf of all residents of the new city.

Additionally, video presentations were shown, demonstrating the advanced technologies being introduced in Arkadag and its digitalization process. The results of implementing digital technologies in the city's transportation, social, and cultural facilities were also presented.
